Ensuring progress and quality of institutional development in the Education and Training sector

Specifically, Deputy Prime Minister Le Thanh Long requested the Ministry of Education and Training to continue to be proactive and coordinate with relevant ministries and branches to have specific solutions to fully implement the directions of the Party, the National Assembly, the Government, and the Prime Minister in the work of building institutions to ensure construction progress and quality, and to avoid delays in the implementation of tasks assigned by the Government and the Prime Minister. Promote the role of the head and collective leadership in the work of building and perfecting institutions and promulgating legal documents.

It is necessary to determine viewpoints and theoretical orientations on the content of documents and consistently implement them; clearly identify the source of documents assigning tasks, political and legal bases, practical bases and instructions from superiors; correctly identify the authority and form of documents; closely coordinate and work directly to get opinions from relevant ministries and agencies on important and specific contents under the authority and state management responsibility of that ministry or agency.

For documents and projects that have received comments from members of the Government, the Prime Minister and Deputy Prime Minister request the Ministry of Education and Training to proactively coordinate closely with the Government Office and the Ministry of Justice to promptly study, absorb and fully explain comments; complete the dossier and promptly submit it to the Government and the Prime Minister for consideration and decision.

Regarding the draft Law on Teachers, the Deputy Prime Minister requested the Ministry of Education and Training to review regulations on allowances and policies for teachers and refer to international experience to ensure superiority and feasibility in order to develop and improve the quality of teachers, overcome shortcomings in policies, and demonstrate the Party and State's policy of considering education as the top national policy.

Regarding universal preschool education for 3-5 year old preschool children: The Ministry of Education and Training shall fully review the directive documents of the Party, National Assembly, and Government to grasp the overall requirements for developing relevant Resolutions, and report to the Prime Minister on difficulties and complications arising in the process of developing the Resolution.

Regarding the draft Decree regulating policies for students in ethnic minority and mountainous areas, coastal and island areas and educational institutions with students enjoying policies: The Ministry of Education and Training, based on political and legal bases, proactively reviews the support levels for the subjects of the draft Decree to ensure suitability and promptly completes the dossier to submit to the Government.

Regarding the Project on developing high-quality human resources in high-tech fields, the Deputy Prime Minister assigned the Ministry of Education and Training to review related projects (including the Project on developing human resources for the semiconductor industry to 2030, with a vision to 2050, developed by the Ministry of Planning and Investment) to avoid duplication and design focused and key content.
