Installing and checking the safety of power sources for festivals in Hue City

Synchronous investment, anticipating high load

From 2021 to present, HPC has implemented many projects to renovate, expand and modernize the power grid with a total investment of nearly 1,500 billion VND. This is considered a strategic step to improve the power supply capacity for the entire city, serving the goals of infrastructure development, industrialization and modernization, especially in key economic zones.

In the 2022 - 2024 period alone, HPC has completed and put into operation a series of key 110kV transformer stations such as Phu Bai 2, Vinh Thanh, Phong Dien Industrial Park (IP) and Hue 4, with a total investment of 624 billion VND. These projects not only improve the power supply capacity for the city center, but also ensure a stable power source for An Van Duong Urban Area, IPs, Chan May - Lang Co Economic Zone (CM-LC) and coastal areas - which are strongly attracting domestic and foreign investment capital.

In early 2025, HPC continued to implement the project to renovate the medium and low voltage power grid in the city, with a total investment of 365 billion VND (of which the planned capital is 171 billion). The scale of the project is very large, including the construction of more than 21km of new medium voltage lines, nearly 3km of medium voltage underground cables, more than 100km of low voltage lines and 65 transformer stations, with a total capacity of more than 20,600kVA. At the same time, HPC also renovated nearly 10km of medium voltage lines, dozens of kilometers of low voltage lines, 35 transformer stations with a total capacity of about 13,300kVA. Along with that, 53 existing transformer stations were upgraded with an additional capacity of about 5,470kVA to meet the rapid growth of the load.

Several other large-scale projects are also being implemented. For example, the 110kV connection project after the 220kV Chan May transformer station with a total investment of VND54.9 billion, building 8 new 110kV transmission lines. This project is expected to be completed in 2025, contributing to improving power quality, reducing losses and meeting the electricity demand of the CM-LC Economic Zone.

In addition, the project to build the 110kV Hue 5 transformer station (phase 1) is being implemented with a total investment of VND 283.6 billion, including: Installing a 63MVA transformer, building more than 3km of overhead lines and nearly 4km of underground cables. When completed, the project will ensure stable power supply for the city center, especially new wards such as Thuan Hoa and Phu Xuan...

Moving towards clean energy

Not only investing heavily in traditional grid infrastructure, HPC also promotes the development of renewable energy, especially rooftop solar power (RTSP), a direction in line with global trends and local climate potential.

As of August 2025, the city has 507 rooftop solar power systems that have signed contracts to sell surplus electricity, with a total installed capacity of up to 60.3MWp. The strong increase in rooftop solar power systems not only helps reduce pressure on the national grid during peak hours, but also promotes awareness and action among people and businesses in using electricity economically, efficiently, and environmentally friendly.

Currently, HPC is actively cooperating with customers to develop self-produced and self-consumed solar power models according to Decree No. 58/2025/ND-CP of the Government , to encourage people to invest in installing solar power to serve internal needs, reduce monthly electricity bills, and increase on-site energy autonomy.

However, the development of renewable energy sources in Hue still faces many difficulties. According to the leaders of HPC, the biggest barriers at present are high initial investment costs, lack of preferential credit policies and unsynchronized technical infrastructure. In addition, other energy sources such as biomass, wind or waste-to-energy are still not favorable for widespread deployment. In this context, the electricity industry recommends that authorities at all levels and the Central Government need to have more support policies and mechanisms to attract investment in the renewable energy sector, especially in rural areas, industrial parks and public facilities. This is an important factor not only to fulfill the commitment to reduce carbon emissions, but also to improve the sustainability and resilience of the national energy system in general and the locality in particular.

Mr. Nguyen Dai Phuc, Director of HPC said that along with key economic sectors such as industry, agriculture, tourism, etc., ensuring safe and stable electricity supply and sufficient room for load growth is the foundation for Hue City to attract investors, improve quality of life and promote innovation.

In the coming time, the Hue City electricity sector will continue to modernize the power grid, apply digital technology in operations, and promote the development of clean and self-sufficient energy sources on the spot. This is an important premise to build Hue into a green and smart energy center, in line with the development orientation of heritage - culture - ecology - landscape urban areas...
