Previously, the State audit for the period 2015-2021 discovered that Thu Dau Mot University in Binh Duong had collected tuition fees exceeding regulations.
Specifically, in the 2020-2021 and 2021-2022 school years, although the school is not yet financially autonomous and must comply with Decree No. 86/2015/ND-CP and Decision No. 28/2016/QD-UBND of Binh Duong Provincial People's Committee on tuition fees, the school still collects tuition fees for practical credits 1.5 times higher than for theoretical credits.
Explaining this, the school representative said that because the practical part consumes a lot of materials and equipment, the board of directors proposed to increase the tuition fee for practical credits. However, this action violated state regulations. The school admitted that the main reason was due to a lack of consensus in understanding and applying legal regulations.
The State Audit then asked the school to have two options: refund the money to the students or pay it to the budget. Finally, the school decided to pay the entire amount of illegally collected money to the state budget.
After the audit conclusion, the school used its reserves to pay back the budget.
When asked about the reason for not refunding the students, Mr. Cuong explained that during that period, the school was not yet autonomous, so part of the school's funding came from the state budget, the rest was paid by the students, so refunding each student was very difficult to do.
Mr. Cuong said the school has not received any feedback from students about tuition refund requests. If there is any, the school will explain clearly so that students understand.
He also emphasized that, from January 2022, the school has been financially autonomous and all information about tuition fees is public, transparent and in accordance with regulations./
