On the first working day of the Question and Answer Session, the National Assembly questioned the general economic sector group: Including issues related to the fields of planning and investment, finance, banking and the sectoral economic sector group: Including issues related to the fields of industry and trade, agriculture and rural development, transportation, construction, natural resources and environment.

In particular, for the group of economic sectors, National Assembly delegates had many questions in the field of transportation, especially related to highway projects.
Questioning the Minister of Transport, delegate Tran Quang Minh - National Assembly Delegation of Quang Binh province said that currently, regulations on maximum speed on highways are of great concern to businesses and voters.
Previously, many National Assembly delegates have mentioned this issue. During the discussion session on the socio-economic situation of this Session, delegates raised the issue of why many completed and operational expressways only allow a maximum speed of 80 km/h.

The delegate asked the Minister to inform him about any adjustments to the speed limit on highways in general in the coming time, with the goal of reducing traffic pressure, especially reducing traffic accidents on National Highway 1A.
Responding to delegate Tran Quang Minh about the expressway that only allows a maximum speed of 80km/h, Minister of Transport Nguyen Van Thang said that Vietnam currently has expressway design standards with 4 speed limits of 120km/h, 100km/h, 80km/h and 60km/h. Many routes, if invested in synchronously and completely according to the planning, can have a maximum speed of 120km/h, such as the Ha Long - Mong Cai and Hanoi - Hai Phong routes.

Since the beginning of 2023, the Ministry of Transport has researched and reviewed whether the standards are suitable for reality or not, and the research results show that routes with a speed limit of 80 km/h can be increased to 90 km/h.
The Ministry of Transport has also adjusted highway design standards and is expected to change maximum speed limits in 2024.
Regarding the transport sector, the National Assembly deputies also questioned the solution for investing in some expressways without lanes or emergency stops; clarified the viewpoint of socializing investment in transport; the plan to deploy some connecting railway routes; and solutions to attract resources for PPP projects.

Also in the economic sector, the National Assembly deputies also questioned many issues related to fundamental solutions to address environmental pollution in the Bac Hung Hai system; warnings and forecasts to minimize damage caused by landslides and flash floods; responsibility for State management of illegal mineral exploitation; who is responsible for submitting inaccurate investment projects?
Solutions to completely resolve the water pollution of Cau River; causes of delayed payment for forest protection; plans to issue mechanisms and policies for solar power development; solutions to beautify and build the face of Vietnamese urban areas; viewpoints on regulations on the percentage of households using clean water;...
Minister of Natural Resources and Environment Dang Quoc Khanh; Minister of Agriculture and Rural Development Le Minh Hoan; Minister of Industry and Trade Nguyen Hong Dien; Minister of Construction Nguyen Thanh Nghi answered questions from National Assembly deputies on issues related to their respective fields. The questions and answers on the economic sectors will continue at the beginning of the working session on November 7.

Previously, in the morning and early afternoon of November 6, the National Assembly conducted a Question and Answer Session for the group of general economic fields: Including issues related to the fields of planning and investment, finance, and banking.
Accordingly, 29 delegates registered to question and were questioned, of which 22 delegates questioned, 7 delegates debated and raised many questions about investment plans, finance, and banking. The opinions of the delegates were very enthusiastic, responsible, close to reality, suggesting many solutions for the Government in economic management in the coming time.

Governor of the State Bank Nguyen Thi Hong, Minister of Finance Ho Duc Phoc, Minister of Planning and Investment Nguyen Chi Dung clarified issues, including issues that have been seriously directed and achieved specific results, but there are also complicated issues that require time, resources, and unity within the system to be able to effectively implement. Regarding this content, Deputy Prime Minister Le Minh Khai specifically explained a number of contents.
