Source of sand for the foundation of Ring Road 3 Project, Ho Chi Minh City has been identified.
The source of sand for the construction of the Ring Road 3 project in Ho Chi Minh City has been identified at sand mines in the three provinces of Vinh Long, Tien Giang and Ben Tre.
The Ho Chi Minh City Traffic Construction Investment Project Management Board (abbreviated as the Traffic Board) has just issued Document No. 4227/BQLDAGT-VĐ3 to contractors constructing the Ring Road 3 Project regarding coordination with Vinh Long, Tien Giang, and Ben Tre provinces to provide sand for roadbed construction to serve the Project's construction.

The Transport Department said that with the strong direction and urging of the Prime Minister and ministries and branches, the sand source for the construction of the Ring Road 3 project in Ho Chi Minh City has been identified in 3 localities.
In particular, Vinh Long province will grant extension licenses for 7 mines to supply sand for the Ring Road 3 Project, Ho Chi Minh City (according to document No. 3703/UBND-KTNV dated June 18, 2024 of Vinh Long Provincial People's Committee).
For Tien Giang province, priority will be given to licensing procedures for 3 sand mines: Vam Cai Thia, Hoa Khanh 1 and Hoa Hung 5 (replacing Nam Con Da mine) to supply sand for the Ring Road 3 Project (according to the conclusion of the meeting on June 20, 2024 at the People's Committee of Tien Giang province).
Ben Tre province is currently auctioning the exploitation rights of 6 sand mines. Once the winning bidder is selected, the province will prioritize supplying sand for the Ring Road 3 Project in Ho Chi Minh City.
After identifying the sand supply source, the Traffic Department requested contractors to proactively work with three localities including Vinh Long, Tien Giang, and Ben Tre to complete procedures related to licensing and extending sand mines for roadbed construction.
The Traffic Department recommends that contractors proactively seek additional sand sources to ensure sufficient sand volume for weak ground treatment as specified in the contract.
In case the contractor delays the mobilization of sand, affecting the progress of the Project, the Traffic Department will consider applying sanctions to recover advances, suspend or terminate the contract and request compensation for damages according to the contract provisions.
The 76 km long Ho Chi Minh City Ring Road 3 project passes through 4 localities including Ho Chi Minh City, Dong Nai, Binh Duong, Long An with a total investment of 75,300 billion VND.
The project will start construction in mid-2023 and complete the main road in 2025. However, the biggest challenge currently facing the project is the lack of sand for the roadbed.
According to statistics from the Ho Chi Minh City Department of Transport, the total demand for sand for roadbed construction of the entire Ring Road 3 Project in Ho Chi Minh City is 9.3 million m3, of which the section passing through Ho Chi Minh City alone requires 7.1 million m3 of sand.
