According to the decision of the Central Youth Union Secretariat, comrade Nguyen Ba Cat, member of the Central Youth Union Executive Committee, Deputy Head of the Central Youth Union School Youth Committee, Vice President of the Central Vietnam Student Association, came to work at Thai Binh Provincial Youth Union, was appointed to join the Executive Committee, Standing Committee of the Provincial Youth Union, and hold the position of Deputy Secretary of Thai Binh Provincial Youth Union.

Speaking at the conference, the First Secretary of the Central Youth Union and the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council affirmed: The work of Youth Union cadres has always been of interest to local Party committees and authorities. The policy of sending young cadres for practical training at the grassroots level is a correct policy to create opportunities for cadres to stay close to the grassroots, learn, practice, and improve their knowledge and skills.

The comrades suggested that comrade Nguyen Ba Cat continue to promote the pioneering, proactive, and creative qualities of a Central Youth Union official; constantly strive, study, practice, and take advantage of his time at the grassroots level to connect with the locality, integrate into the practical work of the Youth Union and the youth and children's movement of Thai Binh province. At the same time, promote his work experience to proactively propose to the Standing Committee of the Thai Binh Provincial Youth Union to implement many new and attractive initiatives and activities, attracting the participation of a large number of union members, contributing to promoting the work of the Youth Union and the youth and children's movement of Thai Binh province to develop more and more. The Standing Committee and the Executive Committee of the Thai Binh Provincial Youth Union care about, help, support, and create all conditions for comrade Nguyen Ba Cat to quickly approach the work and the locality; together build a united and unified collective, and successfully complete all assigned tasks.
