On March 14, Phu Hai Ward Police, Phan Thiet City, sent a report to the provincial police about the security and order situation at Phan Thiet City cemetery, related to the reflection of a group of people who "begged" for money to clean graves.

According to Phu Hai Ward Police, the cemetery area is home to many freelance workers, mainly working for tomb construction facilities, services related to burial, reburial, and tomb care contracts.

These workers are not under the management of the cemetery management board, thus forming many small groups and regularly gathering and colluding with each other, many of whom are drug addicts. Whenever someone visits or visits a grave, these people arbitrarily clean and then demand payment, ask for offerings of cakes and fruits, and make offensive remarks without the consent of the families visiting or visiting the grave or when given little money.

Phu Hai Ward Police have made a list of 21 suspects of criminal activities and law violations in the cemetery area, many of whom have been placed under management and sent to compulsory drug rehabilitation facilities.
