On December 26, Prime Minister Pham Minh Chinh chaired the Special Session on Law Making in December 2023 to discuss and consider 7 proposals for law and ordinance making and 2 draft laws.

Attending the meeting were Deputy Prime Ministers Le Minh Khai, Tran Luu Quang, Tran Hong Ha; ministers, heads of ministerial-level agencies, government agencies; leaders of ministries, branches and central agencies.

The Government has held 10 thematic meetings on law-making.

The Government spent a whole day discussing and reviewing 7 proposals for the development of laws and ordinances, including: Law on Participation in the United Nations Peacekeeping Force; Law on Transfer of Persons Serving Prison Sentences; Law on Extradition; Law on Fire Prevention, Fire Fighting and Rescue; Law on Mutual Legal Assistance in Civil Matters; Law on Urban Development Management; Ordinance on Management and Protection of the Ho Chi Minh Mausoleum Relic Site. At the same time, the Government also gave opinions on the acceptance, revision and completion of draft laws, including: Law on Land (amended); Law on Credit Institutions (amended).

In his speech, Prime Minister Pham Minh Chinh affirmed the Government's determination to implement three strategic breakthroughs, including the breakthrough in building and perfecting institutions.

The Prime Minister thanked the National Assembly committees and the National Assembly Standing Committee for their coordination under the direction of National Assembly Chairman Vuong Dinh Hue; requested ministries and branches to seriously and fully absorb the opinions of Government members, National Assembly agencies, and the National Assembly Standing Committee, and spend more time, effort and enthusiasm to complete the draft laws, especially the draft Land Law (amended), and the draft Law on Credit Institutions (amended), to submit to the National Assembly to ensure progress and quality.

The Prime Minister said that in the 12 months of 2023, the Government and ministries, branches and agencies have made efforts to invest their efforts and achieved many things for strategic breakthroughs in institutional improvement. In particular, the Government has organized 10 thematic meetings on law making.

According to the Prime Minister, although many results have been achieved, there are still many issues that need to be addressed to perfect institutions and unleash resources for rapid and sustainable development, especially in the context of many new issues arising or regulations that have not kept up with current reality.

The Prime Minister requested ministries, branches and members of the Government to continue to attach importance to, innovate and invest more in law-making and institutional improvement.

Therefore, the Prime Minister requested ministries, branches, and members of the Government to continue to attach importance to, innovate, and invest more in law-making and institutional improvement (in terms of leadership, direction, implementation, human resource investment, and infrastructure investment) to promote the process of rapid and timely institutional development, especially focusing on quality to clear up and remove obstacles and promote the development process according to the socialist-oriented market economy with appropriate steps, roadmaps, and transitions.

In particular, strengthening the role of leaders, ministers, and heads of sectors directly directing the work of building and perfecting institutions in the management field; strengthening discipline, order, and fighting corruption and negativity in policy making, ensuring progress and quality in building and submitting projects and draft legal documents; continuing to review, promptly amend and supplement legal regulations, and improving policy response capacity in the context of the new situation.

The Prime Minister noted that it is necessary to strengthen coordination between ministries, branches and agencies; closely coordinate, share and listen to opinions of agencies and committees of the National Assembly, report to the National Assembly Standing Committee and the National Assembly; listen to opinions of experts, scientists, dedicated people, opinions of the people and absorb and filter international experience to apply appropriately to the conditions and circumstances of the country.

In the immediate future, the Prime Minister requested ministries and branches to resolutely implement the remaining law-making work program of 2023.

The Prime Minister emphasized the need to build and perfect laws and institutions in the direction of increasing decentralization and delegation of power, combined with appropriate resource allocation, and strengthening inspection and supervision in the spirit of designing policies that must be open but must have tools for monitoring and inspection; minimizing procedures, minimizing unnecessary costs for people and businesses, reducing input costs, and increasing competitiveness for products, businesses and the economy.

In the immediate future, the Prime Minister requests ministries and branches to resolutely implement the remaining law-making work program of 2023; urgently develop, promulgate or submit to competent authorities for promulgation documents detailing the implementation of outstanding laws and ordinances, documents that take effect from January 1, 2024; adjust and implement the 2024 law-making program; prepare the 2025 law-making program.

In particular, closely coordinate with the National Assembly Office and National Assembly agencies to prepare documents and receive opinions from the National Assembly Standing Committee on tasks serving the 5th Extraordinary Session and the 7th Session of the National Assembly.
