Digital transformation to achieve the goal of leaving no one behind

Within the framework of the 9th Global Conference of Young Parliamentarians, discussing the topic of "Digital Transformation", young parliamentarians proposed policies and solutions to perfect institutions on innovation, test new models, deploy new applications, digital platforms to accelerate digital transformation; popularize digital connectivity, raise digital awareness, digital culture, digital skills for people to realize the goal of "leaving no one behind".

In a video address to the conference, Mr. Brando Benifei, a member of the European Parliament, said that during his last term, he was the European Parliament's rapporteur on artificial intelligence. The Artificial Intelligence Act is the world's first attempt to guide the impact of artificial intelligence on all aspects of life.

Currently, the countries of the European Parliament are discussing many issues related to the law, gathering good practices that have been in practice to minimize risks. The European Parliament wants to turn lessons learned into legal regulations, aiming to protect people and workers from the problem of information abuse by artificial intelligence. Although each person and each country has a different perspective and approach, it is necessary to create a common language and common understanding on the issue of artificial intelligence, to have consistent regulations on this issue, from which countries can together deal with the legal challenges that artificial intelligence is creating.

Through discussion, some parliamentarians said that in the coming time, countries need to optimize the application of digital transformation in trade and innovation. In particular, legislative bodies need to act to have comprehensive digital policies.

Mr. John Methu, Young Kenyan Member of Parliament

Sharing Kenya’s experience, Kenyan Senator John Methu said that like many countries in the world, Kenya focuses on digital transformation and promoting the role of youth because 60% of Kenya’s population is young. The country aims to equip all citizens with digital skills by 2030, especially equipping young people with digital skills. To do this, a multi-dimensional approach and synchronization of many solutions are needed.

Accordingly, in the medium term, Kenya will install 100,000 km of fiber optic cable, equip young people with digital knowledge, and distribute digital devices at primary education facilities so that students can access technology early. As an agricultural country, Kenya also promotes the application of technology in agricultural activities. Senator John Methu pointed out that it is necessary to pay attention to arranging and dedicating appropriate resources to the digital transformation task in order to meet the requirements.

Young MP from Egypt

As for Egypt, the young MP said that the digital transformation in Egypt plays an important role. The Central Bank of Egypt has been strengthened with digital skills to help vulnerable communities access digital technologies. The expansion of mobile networks in rural areas has created conditions for many people to access digital technology.

The Egyptian MP stressed that it is important to continue expanding digital infrastructure and enhancing skills building and training for citizens. This can address challenges to ensure that no one is left behind in the digital future.

Mr. Marius Matijošaitis, Member of Parliament of Lithuania

Introducing the digital transformation in Lithuania, Mr. Marius Matijosaitis said that this country focuses on strengthening digital infrastructure, prioritizing improving digital skills for vulnerable groups such as the elderly, low-income people, and people with low digital technology skills.

Lithuania has implemented the construction of a Digital Government Portal, which provides many online public services to facilitate citizens to perform online services and at the same time provides services for foreigners to register for permanent residence. In addition, Lithuania has supported the provision of phone SIM cards and electronic citizen identification cards at a high level, allowing citizens of the Republic of Lithuania to use cross-border services provided by other countries.

Mr. Marius Matijosaitis affirmed that in Lithuania, many initiatives have been applied and achieved many remarkable results. At this conference, Mr. Marius Matijosaitis hoped that parliaments would cooperate, share and learn from each other's experiences, and be able to strengthen cooperation in the field of defense, combating misinformation, protecting information security and protecting democracy and independence of nations.
