Functions and tasks of the Department of Basic Information and Foreign Information

Pursuant to Decree No. 43/2025/ND-CP dated February 28, 2025 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Culture, Sports and Tourism; At the request of the Director of the Department of Grassroots Information and External Information and the Director of the Department of Organization and Personnel.

DECISION:

Article 1. Position and function

1. The Department of Grassroots Information and Foreign Information is an administrative organization under the Ministry of Culture, Sports and Tourism , performing the function of advising and assisting the Minister in state management and organizing law enforcement on grassroot information and foreign information.

2. The Department of Grassroots Information and External Information has its own seal and an account at the State Treasury.

Article 2. Duties and powers

1. Submit to the Minister for submission to competent state agencies draft legal documents; resolutions of the National Assembly , the National Assembly Standing Committee, the Government; strategies, plans, programs, projects and other documents on the field of basic information and foreign information as assigned by the Minister.

2. Submit to the Minister for decision: a) Circulars, plans, programs, projects, and other guiding documents on the field of grassroots information and foreign information. b) Guide and direct the implementation of programs, research topics, projects, and investment projects in the field of grassroots information and foreign information according to the provisions of law. c) Report on foreign information activities of ministries, ministerial-level agencies, government agencies, provincial People's Committees, and press agencies. d) Report on the organization of providing information to explain, clarify, and refute false information about Vietnam in various fields. 2 e) Grant, extend, amend, supplement, temporarily suspend, and revoke licenses in the field of grassroots information according to the provisions of law. g) Issue regulations on organizing competitions, festivals, and awards in the field of grassroots information and foreign information.

3. Guide, organize, inspect and supervise the implementation of legal documents, policies, strategies, planning, plans, programs, projects, grassroots information activities and foreign information.

4. Organize the implementation of training plans, skills and professional development, propaganda, dissemination of legal education on basic information and foreign information according to the assignment and decentralization of the Minister.

5. Carry out international cooperation in the field of basic information and foreign information according to the assignment and decentralization of the Minister.

6. Organize grassroots information activities and foreign information at home and abroad.

7. Develop information and propaganda content at the grassroots level within the functions and tasks of the Ministry of Culture, Sports and Tourism and guide implementation.

8. Organize information provision and manage information content of grassroots information systems nationwide.

9. Guide the construction and management of grassroots information systems nationwide.

10. Appraise application files for licensing and grant, extend, amend, supplement, temporarily suspend, and revoke licenses in the field of basic information according to the provisions of law and the assignment of the Minister; approve, inspect, and evaluate the display of paintings, photos, and other forms of information outside the headquarters of foreign representative agencies and foreign organizations in Vietnam.

11. Develop regulations for organizing competitions, festivals, and awards in the fields of grassroots information and foreign information and organize implementation as assigned by the Minister.

12. Organize statistics, investigate and collect data in the field of grassroots information. Synthesize information reflected from the grassroots and submit it to the Minister for reporting and recommendations to competent authorities.

13. Provide guidance and foreign information content to Vietnamese news agencies, newspapers, and media periodically or suddenly.

14. The focal point for coordinating the implementation of grassroots information and external information work with ministries, ministerial-level agencies, government agencies, provincial People's Committees, press agencies, and domestic and foreign organizations.

15. Monitor, synthesize, analyze, and evaluate foreign press opinion about Vietnam periodically, suddenly, by topic, and upon request.

16. Organize information provision to explain, clarify, and refute false information about Vietnam in various fields.

17. Develop regulations on mechanisms for exchanging, coordinating, providing and sharing foreign information between state agencies and press agencies.

18. Guide and organize communication activities to promote Vietnam's image abroad in the field of foreign information.

19. Propose and organize to welcome foreign press delegations to promote the image of Vietnam in international media.

20. Organize the production of products serving foreign information in Vietnamese and foreign languages.

21. Organize, manage, operate and exploit the central information source information system, the national image promotion platform Vietnam.vn; the aseanvietnam.vn information portal and electronic information portals/pages serving grassroots information activities and foreign information according to the provisions of law.

22. Organize inspection, survey and evaluation of the effectiveness of foreign information activities of ministries, ministerial-level agencies, government agencies, provincial People's Committees, Vietnamese representative agencies abroad, domestic press and publishing agencies and representative offices of Vietnamese press agencies abroad.

23. Coordinate the management of Vietnamese press activities related to foreign countries and foreign press activities in Vietnam when requested.

24. Coordinate the implementation of foreign information work with Vietnamese people abroad.

25. Take the lead in developing and guiding the implementation of economic and technical norms and quality standards for public service products, monitoring, evaluation and quality inspection mechanisms, and regulations on inspection and acceptance of public products and services under the State management scope of the Department.

26. Coordinate inspection, examination, handling of violations and settlement of complaints and denunciations in grassroots information activities and foreign information according to the provisions of law.

27. Proposing rewards and disciplines for agencies, organizations and individuals operating in the field of grassroots information and foreign information.

28. Organize preliminary and final reviews of grassroots information and external information activities.

29. Research and apply science and technology in the management of basic information and foreign information; organize the implementation of administrative reform, apply information technology, digital transformation to serve the activities of the Department according to the programs and plans of the Government and the Ministry of Culture, Sports and Tourism; prevent and combat corruption; practice thrift and combat waste according to the provisions of law.

30. Manage the organizational structure, job positions, civil servants, public employees, and workers and implement policies and regimes for civil servants, public employees, and workers under the management of the Department according to the provisions of law and the decentralization of the Minister. 31. Manage public finances, assets, and other legal resources assigned according to the decentralization of the Minister and the provisions of law; perform the responsibilities of the superior budget unit towards the budget-using unit under the Department according to the provisions of law and the decentralization of the Minister. 32. Perform other tasks and powers assigned by the Minister and according to the provisions of law.
