On the afternoon of August 12, the National Assembly Standing Committee gave opinions on a number of major issues to absorb and revise the draft Law on Supervisory Activities of the National Assembly and People's Councils, amended.

Presenting a report on some major issues of the draft law, Chairman of the National Assembly's Committee for People's Aspirations and Supervision Duong Thanh Binh said that the draft law is amended in the direction that the National Assembly and People's Councils will not directly organize specialized supervision delegations.
Accordingly, every year, the National Assembly decides to select a topic for supervision and assigns the National Assembly Standing Committee or the Nationalities Council , a committee of the National Assembly to carry out the supervision, report the supervision results for the National Assembly to consider, discuss at the session and issue a resolution on thematic supervision.
Similarly, the People's Council decides to select the topic of supervision and assigns the People's Council Standing Committee and the People's Council's committee to assist the People's Council in organizing supervision and reporting the results for the People's Council to consider, discuss at the session and issue a resolution on thematic supervision.
Meanwhile, according to current regulations, each year the National Assembly will select two topics to conduct supreme supervision at two regular sessions. At the same time, the two topics will be assigned to the National Assembly Standing Committee to conduct supervision and report to the National Assembly.
With the National Assembly's thematic supervision, the National Assembly will pass resolutions to establish the supervision team as well as the supervision plan. With the National Assembly's thematic supervision, after the National Assembly discusses, it will pass the National Assembly's supervision resolution with specific recommendations.
Giving his opinion on the discussion, Chairman of the Law and Justice Committee Hoang Thanh Tung said that the proposal to not continue maintaining the thematic supervision form of the National Assembly is a very new and very big point, which has an impact on the supreme supervision activities of the National Assembly. Therefore, it needs to be carefully considered.
Mr. Tung said that the thematic supervision of the National Assembly has always been a very typical and effective supreme supervision content.
He pointed out that when National Assembly delegates discuss and give opinions, and bring issues to the National Assembly forum for consideration, it will have a huge, positive impact on the operations of the state apparatus.
This not only ensures full promotion of the role and constitutional authority of the National Assembly in supreme supervision activities but also demonstrates the importance and legal value of the National Assembly's supreme supervision activities.
From there, he suggested that the National Assembly's thematic supervision activities should still be maintained.
Chairman of the Committee for Culture and Society Nguyen Dac Vinh and Vice Chairwoman of the National Assembly Nguyen Thi Thanh also expressed disagreement with the proposal to abolish the National Assembly's thematic supervision activities.
Mr. Vinh suggested keeping it because this is a very important task of the National Assembly. No matter how difficult it is, we should think of ways to do it better and study the mechanism that the National Assembly can flexibly assign to the National Assembly Standing Committee, committees, and agencies, and should not abandon it.

Supervision in the spirit of not making it difficult for ministries, branches and localities
Giving his opinion later, National Assembly Chairman Tran Thanh Man requested to get further opinions on this content.
He noted that a conference of full-time National Assembly deputies will be held soon, and this draft law will be discussed at that conference. The National Assembly Standing Committee does not have the right to decide, the decision-making power belongs to the National Assembly and the National Assembly deputies.
At the same time, it is clear that the National Assembly's thematic supervision should only be conducted once a year, focusing on the "hottest and most pressing" content. The National Assembly Standing Committee and National Assembly agencies need to strengthen supervision, regularly detect and report to competent authorities to adjust policies and laws.
Currently, with digital transformation and digitization, monitoring legal documents of the Government, ministries, branches and localities is more convenient because they are all available in the system.
"There is no need for flashy, noisy delegations. Supervision must be very concise. Supervision through the document system is available in digital transformation and digitization," the National Assembly Chairman emphasized.
According to National Assembly Chairman Tran Thanh Man, it is necessary to emphasize that the goal of supervision is to contribute to perfecting legal policies, ensuring discipline, and improving the efficiency of the state apparatus.
In which the National Assembly makes laws, the Government implements them, the National Assembly and People's Councils must supervise how far the laws are implemented, whether decrees follow the law, and whether circulars follow the law.
Note to clearly define the authority between the supervision of the National Assembly and the People's Council; the supervision of the People's Council at the provincial level and the People's Council at the communal level; the division of labor and decentralization between the National Assembly, the National Assembly Standing Committee, the Ethnic Council, and the National Assembly committees.
