Responding to VTC News, Mr. Nguyen Dac Son, Deputy Head of the Radioactive and Rare Earths Geological Federation, said that the project to build technical facilities for the Radioactive and Rare Earths Geological Federation was directly assigned by the Ministry of Natural Resources and Environment and the General Department of Geology and Minerals of Vietnam to the Federation as the investor with a public investment capital of 99 billion VND.

Mr. Son said that on March 23, the contractor started mass pile driving. Three days later, on March 26, the project affected some nearby houses. Some houses had cracks, so the construction had to be temporarily stopped.

At this time, the construction unit is considering the option of driving sheet piles around the project to minimize the impact on neighboring households.

“Up to now, the Federation has held 7 meetings to work with the people, including the ward People's Committee and residential groups, not without doing anything. By the end of August, after many meetings to resolve and resolve the issue, the people agreed to continue the construction.

The investor committed that after stabilizing the basement, they would invite insurance and appraisal units to conduct detailed appraisals of each household, from which they would assess the current status of each house and then propose solutions to each household. The Deputy Head of the Radioactive and Rare Earth Geology Federation said that after a 5-month pause, on August 30, the project began digging the basement, but the rain affected some households.

The excavation of the basement foundation caused landslides, creating a geological slide frame, causing houses adjacent to the construction area to crack, tilt, sink, and move horizontally towards the construction site. Therefore, on August 25, the construction was suspended.

Immediately afterwards, the Urban Construction Order Team of Nam Tu Liem District and representatives of Xuan Phuong Ward People's Committee inspected, made a record of the scene, and agreed to request the Federation to stop construction until now.

“We are representatives of the investor, project management board, contractor, and supervisory unit, working with local authorities and affected people to agree on the next plan and measures.

In the immediate future, after 4 households with unsafe houses at high risk of collapse had to relocate, we agreed on a plan to support them with 3 months of rent and 1 month of deposit. Specifically, large families will receive 17 million VND per month in support. A family with 2 spouses will receive 7 million VND per month in rent," said Mr. Son.

The investor representative said that in the two incidents, the unit reported to the Ministry of Natural Resources and Environment and the General Department of Geology and Minerals of Vietnam about the current status and progress of the settlement. Worried about the risk of houses collapsing, the investor requested the contractor to urgently implement an anti-tilt plan.

“Last weekend, we collected data and invited the appraisal unit to evaluate the method to see if it was safe. From September 1st until now, the contractor has hired an independent unit to monitor the impact on the houses, according to the regulation, measuring with a machine every 3 days. We set up a team to go to the households every day to check the current status of the cracks, to see if there is any impact,” said Mr. Son.

In response to the people's request to invite an independent appraisal unit to assess the level of damage to the adjacent households, agree on a repair and restoration plan to restore the original state before continuing construction..., Mr. Son said that the investor will invite an appraisal unit to each house to agree with the households on the repair plan.

Another representative of the investor said: “We know that many people’s lives have been disrupted and affected. We have to be responsible for the projects of the households, and will find the best solutions, with enough scientific basis, to ensure the projects for everyone to live in. At this time, we no longer consider profits and progress, but only think about how to ensure safety.”

Regarding solutions in the coming time, Mr. Nguyen Dac Son added that the unit will organize a workshop with the participation of experts to respond to the contractor, thereby providing a plan to ensure a scientific basis.

Mr. Son emphasized: "Anyone who does construction wants to do it smoothly, however, the responsibility belongs to all related units such as: Investor, project management board, supervisor, contractor. Whatever happens, we ask all 4 units to sit with us, even the participating insurance is responsible."
