The government requires decentralization and decentralization in the health sector.

(DN)- The Government has just issued Decree No. 148/2025/ND-CP dated June 12, 2025, regulating decentralization and delegation in the health sector. The Decree has 4 chapters and 35 articles, effective from July 1, 2025.

Accordingly, the principle of decentralization and delegation of power is based on the Constitution and the Law on Organization of the Government and the Law on Organization of Local Government 2025. The Decree clearly defines the decentralization and delegation of power between the Central and local levels, ensuring the unified management of the Government and promoting the responsibility and initiative of the provincial level.

Specifically, the head of the specialized health agency under the provincial People's Committee has the authority to: appoint forensic examiners, forensic psychiatric examiners; dismiss forensic examiners, forensic psychiatric examiners; adjust medical examination and treatment operation licenses; issue new, reissue, extend, adjust, suspend, revoke medical examination and treatment practice licenses; receive declarations of eligibility to perform health examinations, HIV/AIDS examination and treatment; allow foreigners to enter Vietnam to transfer specialized techniques in medical examination and treatment or cooperate in medical training with medical examination and treatment practice; allow the organization of humanitarian medical examination activities in batches or on the move; receive declarations of medical examination and treatment facilities eligible to perform remote medical examination and treatment; allow medical examination and treatment facilities to pilot remote medical examination and treatment, etc.

Decree 148 also provides specific guidance on administrative procedures related to the fields of appraisal; medical examination and treatment; disease prevention; medical equipment; food safety; mothers and children; training and scientific research for relevant individuals and units to implement.
