Here is the full text of the Directive:

Over the past time, the Vietnam Fatherland Front has continued to affirm its position and role as representative, protecting the legitimate and legal rights and interests of the People; paying attention to promoting the right to mastery, mobilizing the People to actively participate in patriotic emulation movements, monitoring and social criticism activities, preventing and combating corruption and negativity, participating in building a clean and strong Party, government and political system, contributing to consolidating the People's trust in the Party, promoting the strength of the great national unity bloc in the cause of building and defending the Fatherland. However, the innovation of the content and methods of operation of the Vietnam Fatherland Front has not yet met the requirements of the new situation; the effectiveness of activities and social supervision and criticism is not high; some Party committees and authorities have not paid attention to fully promoting the important position and role of the Vietnam Fatherland Front.

In 2024, the Congress of the Vietnam Fatherland Front at all levels and the 10th National Congress of the Vietnam Fatherland Front for the 2024-2029 term will take place. This is an important political event for the Vietnam Fatherland Front and all classes of people. In order for the Congress of the Vietnam Fatherland Front at all levels to achieve good results, the Secretariat requests Party committees and organizations at all levels to focus on leading and directing the implementation of the following tasks:

1. Continue to thoroughly grasp and effectively implement the Party's guidelines and policies, raise awareness and responsibility of Party committees, Party organizations, authorities and people of all levels about the core political role of the Vietnam Fatherland Front in building the great national unity bloc. Strongly promote autonomy, dynamism, creativity and respect for the principle of democratic consultation in the organization and operation of the Front. Lead and direct the continued innovation of the organizational structure, content and methods of operation; pay attention to training, fostering and improving the quality of the team of specialized cadres; ensure regimes, policies and operating conditions to promote the role and responsibility, create positive changes and improve the effectiveness of the activities of the Vietnam Fatherland Front at all levels.

2. Carefully prepare documents for the Congress, organize to collect opinions from all walks of life on the draft Political Report of the Congress. The Political Report needs to correctly and objectively assess the situation of all walks of life and the great national unity bloc; the results of implementing the Resolution of the Congress of the Fatherland Front for the 2019-2024 term, affirm the achieved results, good models, new factors; be frank, clearly point out the limitations, shortcomings, causes, and lessons learned. The directions and tasks for the 2024-2029 term need to continue to concretize the Resolution of the 13th National Party Congress on building the great national unity bloc and the work of the Front; fully analyze the situational context, forecast advantages, difficulties, and new issues; clearly identify goals and tasks, propose specific, practical, and feasible solutions; focus on overcoming the limitations and shortcomings pointed out in the past term; Focus on solutions to gather and unite all classes of people, mobilize all resources, strengthen social consensus, and consolidate people's trust in the Party.

The amendment and supplementation of the Charter of the Vietnam Fatherland Front must be consistent with the Party's policies, the provisions of the Constitution, the Law on the Vietnam Fatherland Front, and the requirements and tasks of the Front's work in the new period.

3. Personnel work ensures the principles and regulations of the Party, the State and the Charter of the Vietnam Fatherland Front. Building the Vietnam Fatherland Front Committees at all levels for the 2024-2029 term with a reasonable structure and number, with an appropriate proportion of non-Party members; focusing on discovering and introducing people with capacity, prestige, enthusiasm and high responsibility for the country and the Front's work; being able to expand the composition and number of member organizations, outstanding individuals in the country and overseas Vietnamese participating in the Front Committees at all levels, contributing to enhancing the image, position and strength of great solidarity of the Vietnam Fatherland Front.

The Party Committee assigns and recommends the Secretary or Deputy Secretary of the Party Committee to participate in the Vietnam Fatherland Front Committee at the same level; assigns a prestigious and capable Standing Committee member of the Party Committee to be the Secretary of the Party Delegation of the Vietnam Fatherland Front and recommends him/her for consultation and election to hold the position of Chairman of the Vietnam Fatherland Front Committee at the same level.

4. Delegates attending the Congress must be exemplary in terms of qualities, capacity, prestige, represent all classes of people, and contribute wholeheartedly and responsibly to the success of the Congress. The number of delegates attending the Congress of the Vietnam Fatherland Front at all levels may increase but not exceed 10% compared to the previous Congress.

5. The Central Propaganda Department shall preside over and coordinate with the Party Delegation of the Vietnam Fatherland Front to strengthen direction and guidance of propaganda work before, during and after the Congress, creating a broad and practical political activity to welcome the Congress.

6. The Government Party Committee directs authorities at all levels and sectors to coordinate and create favorable conditions for the Vietnam Fatherland Front Committees at all levels to organize the Congress solemnly, economically, practically, effectively and on schedule.

The time to conduct the Congress of the Vietnam Fatherland Front at the commune level is completed in April 2024, at the district level in June 2024, at the provincial level in August 2024; the 10th National Congress of the Vietnam Fatherland Front will be held in October 2024.

7. The Central Committee for Mass Mobilization shall preside over and coordinate with the Party Delegation of the Vietnam Fatherland Front, Party committees and the Central Party Office to assist the Secretariat in monitoring the implementation of this Directive.
