Phan Thiet people are always proud of Phan Thiet city which has been formed and developed for hundreds of years. But there are also many people who are sad about the story of preserving Phan Thiet city today.
In 2015, Phan Thiet people were surprised to see the demolition of the old Phan Thiet Central Post Office building, which was over 120 years old on Le Hong Phong Street, near the Water Tower, to build a modern 5-storey glass building with glass all around. Even those who are not familiar with architecture and fine arts can see that it is inappropriate and out of place among the old architectural space of the Provincial Party Committee Office, Water Tower, Conference Center and Provincial People's Committee.
Recently, two buildings on Tran Hung Dao Street built during the French colonial period were demolished to make way for new offices. In addition to the loss of state-run structures, many ancient villas hundreds of years old owned by local people have also been demolished or are being left to deteriorate without being restored or preserved for various reasons.
It is known that Phan Thiet still has a number of ancient villas, mostly of families that owned fish sauce in the past, and many old quarters built during the French colonial period on Hai Thuong Lan Ong and Le Hong Phong streets... These villas and old quarters were repaired or rebuilt by the people without following any architectural regulations, so the old and the new are mixed together, and there is no urban beauty.
According to our research, up to now in Binh Thuan there has been no document detailing the preservation of ancient architectural works like some other urban areas, which has led to the deterioration of ancient works managed and used by state agencies and the inevitable situation of "new and old intertwining" in people's works.
The current state of preserving ancient architecture in Phan Thiet has made many people ask whether urban development and heritage preservation are in conflict with each other? The answer is no. Because based on the long-term interests of the community, urban development and heritage preservation have a close relationship, supporting each other and promoting each other to develop together. Of course, only when preserving correctly, preserving the characteristics of Phan Thiet, not preserving and preserving indiscriminately.
In our opinion, Phan Thiet has 2 areas with ancient structures that need to be preserved: The old town area of Duc Nghia ward is preserved in the direction of an ancient urban area and the old town area of Duc Thang ward is preserved in the direction of the old Phan Thiet fishing village associated with the history of the old fish sauce production profession.
These two areas need a detailed planning project to preserve ancient structures associated with identity, culture and history. This includes a detailed assessment of the current status and value, and from there, detailed regulations and a roadmap for conservation. Owners or managers of ancient architectural structures need to be provided with full information about the value, behavioral guidelines to follow, and contact information of agencies and experts who can advise them in detail when there is an incident or need for repair.
It is necessary to post a board with some basic information such as the year of construction, by whom, the architectural style, which famous people were present... and the tourism industry should also have criteria to rank each historical value of ancient architecture, in order to encourage the preservation of beautiful architectural works of Phan Thiet to introduce to tourists. On the other hand, the construction of new works on the road with ancient architectural houses should be aimed at preserving historical and cultural values.
In addition, for the buildings that people own, there should be policies to help people generate income from the value of the ancient houses they live in. There should be plans to organize and guide people on how to exploit the advantages of local tourism. When cultural values are transformed into material benefits, people will preserve them themselves.
