Specifically, regarding industrial property representation services, for the procedure of registering an industrial property representation service organization, the Decision abolishes the requirement for a copy of the Business Registration Certificate in the application for registration of an industrial property representation service organization; adds the requirement for the applicant to declare the enterprise code in the application for registration of an industrial property representation service organization so that it can be searched on the National Database of Business Registration and the Declaration in the application can be corrected.

Regarding the procedure for recording changes in industrial property representative service organizations/Industrial property representatives, the Decision abolishes the requirement for a copy of the Business Registration Certificate in the application for recording changes in industrial property representative service organizations, and adds the requirement for the applicant to declare the enterprise code in the application for recording changes in industrial property representative service organizations so that it can be searched on the National Database on Business Registration and correct the Declaration in the application.

Regarding the procedure for granting a Certificate of Practice in Industrial Property Representation Services, the Decision abolishes the requirement to provide a "Copy of the notice of passing the examination - industrial property representation services organized by the Department of Intellectual Property" in the Application for a Certificate of Practice in Industrial Property Representation Services.

Industrial property appraisal service field

Regarding the field of industrial property appraisal services, for industrial property appraisal services, the Decision abolishes the requirement for a copy of the Business Registration Certificate in the application for a certificate of eligibility for industrial property appraisal activities; adds the requirement for the applicant to declare the enterprise code in the application form for a certificate of eligibility for industrial property appraisal activities so that it can be searched on the National Database of Business Registration and the Declaration in the application form can be corrected.

Regarding the procedure for granting a Certificate of eligibility for industrial property appraisal activities, the Decision abolishes the requirement for a copy of the Business Registration Certificate in the application for re-issuance of a Certificate of eligibility for industrial property appraisal activities; adds a requirement for the applicant to declare the enterprise code in the application for re-issuance of a Certificate of eligibility for industrial property appraisal activities so that it can be looked up on the National Database of Business Registration and the Declaration in the application can be corrected.

Business area of ​​conformity assessment services

Regarding the procedure for granting a Certificate of eligibility for industrial property appraisal activities, according to the Decision, in case the testing organization has been recognized for the entire scope of testing registration: the testing organization shall submit a copy of the Certificate of Recognition with the recognized scope.

In case the testing organization has been recognized but the scope of testing activities is wider than the recognized scope: the testing organization shall submit a copy of the Accreditation Certificate with the recognized scope and a declaration of testing capacity in accordance with the requirements of ISO/IEC 17025 or national standards, international standards for specialized testing for the scope that has not been recognized.

In case the testing organization has not been recognized: the testing organization shall submit a declaration of testing capacity in accordance with the requirements of ISO/IEC 17025 or national standards, international standards for specialized testing.

Abolish the requirement to submit a list of testers in the registration dossier and the sample list of testers in Appendix II issued with Decree No. 154/2018/ND-CP dated November 9, 2018 of the Government on amending, supplementing and abolishing a number of regulations on investment and business conditions in the field of state management of the Ministry of Science and Technology and a number of regulations on specialized inspection.

Simplify the Trial Activity Registration Form and the Trial Activity Registration Certificate Form to facilitate registration by organizations and individuals.

Regarding the procedure for granting a Certificate of registration for appraisal activities, the Decision abolishes the requirement to submit a list of appraisers in the registration dossier and the sample list of appraisers in Appendix II issued with Decree No. 154/2018/ND-CP.

Business field of technology assessment and appraisal services

Regarding the procedure for granting a Certificate of eligibility to operate technology assessment services, the Decision simplifies the requirement for organizations to provide "certified copies of the decision to establish the organization, the certificate of business registration or the certificate of investment registration" specified in Point b, Clause 1, Article 35 of Decree No. 76/2018/ND-CP dated May 15, 2018 of the Government detailing and guiding the implementation of a number of articles of the Law on Technology Transfer into requiring organizations to provide "a copy of the decision to establish the organization, the certificate of business registration or the certificate of investment registration".

Simplify the requirement for organizations to provide "certified copies" of technology assessment experts' qualifications as prescribed in Point c, Clause 1, Article 35 of Decree No. 76/2018/ND-CP to providing "certified copies" of technology assessment experts' qualifications...

Science and technology management field

Regarding the procedure for granting the first Certificate of registration of operation for scientific and technological organizations - Central-level administrative procedures, the Decision removes the "CV" file component prescribed in Point c, Clause 4, Article 6 of Circular No. 03/2014/TT-BKHCN dated March 31, 2014 of the Minister of Science and Technology guiding the conditions for establishment and registration of operations of scientific and technological organizations, representative offices, and branches of scientific and technological organizations. Remove information on date of birth, gender, and permanent address in the Application for official work (Form 9), Application for part-time work (Form 10) prescribed in Point c, Clause 4, Article 6 of Circular No. 03/2014/TT-BKHCN.

At the same time, supplement information in the Application for official work (Form 9) and Application for part-time work (Form 10) as prescribed in Point c, Clause 4, Article 6 of Circular No. 03/2014/TT-BKHCN with Citizen Identification Number.

Regarding the procedure for granting the first Certificate of Registration of Operation for a science and technology organization - Provincial administrative procedure, the Decision removes the "CV" file component specified in Point c, Clause 4, Article 6 - Circular No. 03/2014/TT-BKHCN.

In addition, remove information on date of birth, gender, and permanent address in the Application for official employment (Form 9), Application for concurrent employment (Form 10) as prescribed in Point c, Clause 4, Article 6 of Circular No. 03/2014/TT-BKHCN.

Supplement information in the Application for official work (Form 9), Application for part-time work (Form 10) as prescribed in Point c, Clause 4, Article 6, Circular No. 03/2014/TT-BKHCN, Citizen Identification Number.

Field of importing specialized means of transport in technological lines used directly for production activities of investment projects

For the procedure for confirming specialized means of transport in the technological line used directly for the production activities of the investment project, simplify the requirement for the organization to provide "certified copies (or copies presented with the originals for comparison) of the following documents (if any): Investment registration certificate, enterprise registration certificate specified in Clause 6, Article 5 of Decision No. 30/2018/QD-TTg dated July 31, 2018 of the Prime Minister stipulating the order and procedures for confirming goods used directly for the development of technology incubation activities, science and technology enterprise incubation, technological innovation; specialized means of transport in the technological line used directly for the production activities of the investment project into the requirement for the organization to provide "a copy of the Investment registration certificate, enterprise registration certificate (if any)".

The Prime Minister assigns the Ministry of Science and Technology and relevant ministries and branches within their authority to be responsible for implementing the contents and deadlines specified in the Plan to reduce and simplify regulations related to business activities approved by the Prime Minister.
