The Deputy Prime Minister requested the People's Committee of Can Tho City to carefully review and ensure compliance with legal regulations on approving investment policies, selecting investors, approving investments (including contents related to decision-making authority); be responsible for the content and data of reports; organize inspections and reviews of the current status of land use to ensure consistency in records and field data, ensuring that the rice-growing land quota is allocated by the Prime Minister; be fully responsible before the law and the Prime Minister for deciding to change the purpose of using rice-growing land in accordance with the provisions of the law on land and other relevant laws; ensure economical and effective use of land, without loss or waste; be responsible for inspecting and supervising the separation and use of the topsoil layer in accordance with the provisions of law; regularly inspect and resolve difficulties and obstacles in the process of organizing the implementation of changing the purpose of using rice-growing land in accordance with the provisions of law.

Can Tho City People's Committee accepts and fully implements the opinions of the Ministry of Natural Resources and Environment, and can only decide to change the purpose of using rice-growing land when the project fully meets the conditions and complies with the provisions of law.

The Ministry of Natural Resources and Environment is fully responsible for the organization of appraisal, appraisal results, completeness and accuracy of the attached records and documents and the content of the proposal to the Prime Minister to approve the change of rice land use purpose to implement the New Urban Area Project and the Concentrated Information Technology Park in Hung Thanh Ward, Cai Rang District, Can Tho City in accordance with regulations; monitor and guide the implementation of the change of rice land use purpose mentioned above in accordance with the provisions of law.
