Recently, the Government Inspectorate has publicly announced the inspection conclusion of the conversion of land use purposes from production and business to land business and housing construction in the period 2011 - 2019 of state-owned enterprises and equitized enterprises.
Through inspection of 9 project land plots in Hanoi, Ho Chi Minh City and Binh Duong, it was found that in the implementation of land use purpose conversion, land recovery, land allocation, housing projects, commercial centers, offices, services, relevant agencies and enterprises still have shortcomings, defects and violations.
Accordingly, the General Inspectorate of the Government requested the Ministry of Public Security to receive records and documents for consideration, investigation and handling according to the provisions of law for violations of the law at a number of projects in Hanoi City. Including the project on the 2,291 m2 land plot at 120 Hoang Quoc Viet, Cau Giay District, Hanoi City.
The 2,291 m2 land plot at 120 Hoang Quoc Viet, Cau Giay District, Hanoi City, located on the busy Hoang Quoc Viet Street, is currently surrounded by a corrugated iron fence.
According to TTCP, for the land plot at 120 Hoang Quoc Viet, the Hanoi People's Committee approved the money to change the land use purpose of the high-rise housing, office and service project not according to the equitization plan of Vietnam Steel Corporation approved by the Prime Minister, leading to the total land use fee payable to the budget of Area A (932 m2) being 57,595 billion VND lower.
TTCP said that from May 21, 2012 to now, the high-rise housing, office and service project at 120 Hoang Quoc Viet has not been implemented. Accordingly, the land management agencies have violated the Land Law but have not been thoroughly handled by Vietnam Steel Corporation - JSC, Hanoi People's Committee, and relevant agencies according to the provisions of law, leading to the risk of losing land use rights.
The inspection conclusion stated that responsibility for the above shortcomings and violations belongs to the Hanoi People's Committee, relevant departments including: Finance, Natural Resources and Environment, Tax Department and VNSteel.
According to Nguoi Dua Tin, the land for the project has been assigned for many years but has not been implemented. It is currently being used as a car park. According to observations, there are dozens of cars inside.
Several kiosks were built at the front of the land, with signs selling drinks.
The land is divided into 2 areas, 1 area is used as a parking lot and 1 area is used as a garage for car repairs.
Based on the inspection conclusion, the General Inspectorate of the Government requested the Ministry of Public Security to receive records and documents for consideration, investigation and handling according to the provisions of law for violations of the law at a number of projects in Hanoi City. Including the project on the 2,291 m2 land plot at 120 Hoang Quoc Viet, Cau Giay District.
