Accordingly, Ca Mau is the only province with 3 sides bordering the sea, a 254 km long coastline, and a sea area of ​​about 80,000 km2. The whole province has 4,440 fishing boats, including 1,552 offshore fishing boats, 1,354 inshore fishing boats, and 1,534 offshore fishing boats. This is the core force in the movement to protect the sovereignty of the sea and islands.

Immediately after Directive No. 01/CT-TTg dated January 9, 2025 of the Prime Minister was issued, the Provincial Party Committee and People's Committee of Ca Mau province assigned the Provincial Border Guard to preside over and coordinate with departments, branches and localities to implement it.

With the synchronous participation of the entire political system, the movement "All people participate in protecting territorial sovereignty and national border security in the new situation" in the province has achieved many outstanding results.

After 10 years of implementation, the functional forces have coordinated to build and effectively maintain many practical models, suitable for local conditions. To date, the province has established 12 "key hamlets" free of crime and social evils; 14 safe boat teams with 147 vehicles and 141 members; 661 self-managed security and order teams with 2,468 members; and mobilized more than 5,450 households to sign a commitment to participate in the movement.

Through the models, people are increasingly raising awareness, proactively coordinating with functional forces in grasping the situation, promptly detecting, preventing and handling violations in sea and border areas.

Implementing the “4 on-the-spot” motto, the border guards and functional agencies of Ca Mau province have proactively informed and guided fishermen in responding to natural disasters, ensuring the safety of people and vehicles at sea. At the same time, they are always ready with mobile forces and vehicles for search and rescue, avoiding being passive and surprised.

Over the past 10 years, the authorities have successfully identified and fought 5 major cases related to the crimes of human trafficking, organizing illegal migration abroad, and illegal possession of drugs. In addition, 993/1,656 administrative violations were handled, with a total fine of nearly 23 billion VND; 43 cases of violations of regulations on journey monitoring equipment were handled, with a fine of more than 1.4 billion VND; 9/20 cases were advised to be fined with nearly 10 billion VND, 6 fishing boats were confiscated; 13 criminal cases were investigated, including 12 cases of property theft and 1 case of transporting and keeping rare wild animals.

Detected 80 cases of smuggling, trade fraud, counterfeit goods; seized more than 787,000 liters of DO oil, more than 15,600 packs of smuggled cigarettes; imposed a fine of over 3 billion VND; processed 165 ships/1,004 crew members illegally fishing in foreign waters; handled 36 cases/54 cases of using electric shock to illegally exploit aquatic products, imposed a fine of 479 million VND, and confiscated 89 electric shock sets.

Identifying that building a comprehensively strong border area is a solid foundation for protecting sovereignty and sustainable development, the province has focused on allocating investment resources to national target programs on new rural construction, poverty reduction and social security in coastal areas.

Many educational models and support for children in border areas have been maintained, such as: Charity classes on Hon Chuoi Island; the program "Helping children go to school"; "Adopted children of Border Guard Station"... Ca Mau province also mobilized hundreds of students who dropped out of school to return to school; presented thousands of gifts worth over 80 billion VND; built more than 90 rural bridges; organized the Mid-Autumn Festival for children, presented 1,060 gifts with a total value of 148 million VND.

Speaking at the conference, Vice Chairman of the People's Committee of Ca Mau province Nguyen Minh Luan emphasized that in the coming time, the world and regional situation is forecasted to continue to have rapid, complicated and unpredictable developments. In the border areas of the province, the political security and social order situation continues to develop complicatedly, bad forces can take advantage of the situation to connect, entice, incite protests, riots, criminal activities, violations of drug laws, smuggling, trade fraud, human trafficking, and violations of foreign waters may increase.

Accordingly, Mr. Nguyen Minh Luan suggested that the entire political system consider protecting national border security and sovereignty as the top priority task; identify risks and negative impacts on territorial sovereignty; enhance the leadership role of the government in propaganda work, raise awareness for all levels, sectors, socio-political organizations, and all classes of people about the task of managing and protecting national border security and sovereignty at sea and islands as the responsibility of all people.
