Accelerating industrial park infrastructure, welcoming new investment wave

Facilitate "welcoming" strategic investors

WHA Smart Technology Industrial Park - Thanh Hoa is located in the communes of Hoang Son, Hoang Phu, Hoang Giang. The project has a scale of 178.51 hectares, with a total investment of 1,320 billion VND. Having just been approved for investment in late November 2024, the project has quickly implemented site clearance with the determination and synchronization of the government and the high consensus of the people. Up to now, 173.7 hectares, of which the entire area of phase 1 (66.2 hectares) has been handed over with clean land. Local authorities, Nghi Son Economic Zone Management Board (KKTNS) and the provincial industrial parks are urgently supporting businesses to complete legal procedures to start the project in September.

Along with that, the WHA Smart Technology 2 Industrial Park - Thanh Hoa has just been approved by the Provincial People's Committee for investment policy and investor approval in Decision No. 1438/QD-UBND dated May 14, 2025, with a scale of 174.9 hectares, total investment capital of VND 1,450 billion, equivalent to USD 58 million. The project is expected to start construction in the first quarter of 2026. However, relevant units are actively supporting the investor to carry out legal procedures as quickly as possible so that construction can start in October 2025.

It is known that WHA is a corporation with experience in operating many smart industrial parks in Thailand and Vietnam (in Nghe An ), with international standards on environment, logistics, closed industrial ecosystems and digital management models. Ms. Hoang Thi Huyen, Head of Administration Department of WHA Industrial Zone Thanh Hoa Joint Stock Company said: With an ecosystem of more than 1,000 global customers, including many large corporations in logistics, automobiles, petrochemicals, electronics, consumer goods, healthcare, textiles, etc., WHA is expected to turn industrial parks into "magnets" to attract high-tech FDI, creating a new "boost" for Thanh Hoa industry and solving many jobs for workers.

It is known that right from the preparation stage, WHA has committed to developing the project in a green - smart - high-tech direction, creating an attractive platform for secondary investors from Japan, Korea, the US... in the fields of electronics, auto components, clean energy, new materials. In particular, the technical infrastructure is invested synchronously from the beginning such as the internal traffic system, power supply network, water supply, wastewater treatment, telecommunications, logistics center and internal solar power plant will help reduce operating costs, increase production efficiency and competitiveness for secondary investors.

New planning - towards new generation industrial park

Along with WHA Smart Technology, Thanh Hoa is simultaneously expanding the "map" of industrial parks with many new planning projects. In the early days of August, Bac Hoang Hoa Industrial Park with a scale of 255.92 hectares and an estimated investment capital of more than VND 2,300 billion was also approved for detailed planning. Previously, in May 2025, the Provincial People's Committee also approved the planning of Luu Binh Industrial Park with a total area of 470 hectares and a scale of 29,000 workers.

The common point of the new plans is the shift from “expanding area” to “improving infrastructure quality”. Along with synchronous transport - electricity - water - telecommunications infrastructure, many industrial parks apply green standards, use renewable energy, advanced waste treatment systems, worker accommodation areas, and support services, to meet the strict requirements of high-tech investors and export enterprises. The Management Board of the Economic Zones and the provincial industrial parks are playing the role of “conductor” in assessing, guiding and supervising the planning according to international standards, creating a solid foundation for Thanh Hoa to become the leading destination for quality FDI capital flows.

According to the representative of the Management Board of the Economic Zone and the provincial industrial parks, the criteria for selecting locations of high-tech corporations and FDI enterprises have changed significantly. Instead of focusing only on land rental prices or incentives, many investors prioritize “infrastructure quality” and “support services”. This requires localities to develop new-generation industrial parks - not only with “clean” land but also with synchronous infrastructure, a smart, green and sustainable investment environment. This model integrates modern technical infrastructure, advanced wastewater treatment, convenient transportation and logistics connections, digital management, one-stop services, and stable and renewable energy sources - big “plus points” in the eyes of international investors.

Thanh Hoa has many outstanding advantages compared to other localities in the region, with its location as the gateway to the North Central region, directly connected to Nghi Son deep-water port, coastal road, North-South expressway, railway and Tho Xuan airport. The infrastructure includes a 500kV, 220kV power grid; a large-capacity water supply system; coastal logistics services and a modern container port that is about to be completed. Incentive policies such as corporate income tax reduction, land rent exemption, support for quick site clearance, reasonable labor costs and a vocational training system linked to business needs are also big "plus points". These factors help industrial park infrastructure projects to be implemented quickly, while increasing their attractiveness to corporations from Japan, Korea, the EU and the US that are looking for safe destinations, competitive costs, a stable political environment and transparent investment procedures.

In 2024, FDI attraction will continue to grow, 1.7 times higher than the same period. In the first 7 months of 2025 alone, newly registered and increased capital flows into the NSK and industrial parks with many high-tech, deep-processing and supporting industry projects. The implementation of WHA and a series of new industrial parks is a step to anticipate the shifting trend, when multinational corporations shift production to Southeast Asian countries. The resonance between the vision of international investors, the determination of the government and the natural and social advantages of the province will create a new "push", helping Thanh Hoa not only welcome the new generation of FDI, but also retain and enhance traditional investors, towards sustainable industrial development, high added value according to the orientation.
