Accordingly, the Urban Management Department of Di An City (Binh Duong) has sent a document to the People's Committee of Di An City regarding the registration of a working schedule to report progress, remove obstacles and speed up the progress of the renovation of spontaneous housing areas in the area.

Among the residential areas that need to arrange meetings and work to record the situation and find ways to resolve difficulties and obstacles, there is Dai Dung residential area (Di An ward) represented by Ms. Tran Thi Bich Hong.

This is a positive move by the local government, after many years of people in this residential area continuously sending "cry for help" petitions because they were not granted red books.

As previously reported by the Journalist and Public Opinion, the Dai Dung residential area project includes two areas in An Binh and Di An wards, approved by the People's Committee of Binh Duong province for detailed planning in Decisions No. 1974 and 1975 dated July 13, 2000 with a scale of more than 49,200 m2 by Dai Dung Company Limited as the investor.

In 2013, Binh Duong Provincial People's Committee revoked the decision approving the detailed planning of 2000, assigned Di An town to organize the renovation according to the current status and proceed to issue land use right certificates (LURC) to the people. The issuance of certificates according to this plan is based on the current status of technical infrastructure and deducts from the LURC the area planned for future road expansion.

Di An 2 market was once proposed to be included in the list of seizures for execution of judgments, and to soon resolve the issuance of certificates to people, but many other problems were encountered.

In addition, there are about 100 cases outside the boundaries of the 2 projects where Mr. Dinh Quy Dung (owner of Dai Dung Company Limited) divided the land into plots and sold them, which have not been updated in the list of land improvements according to Resolution No. 35 dated December 23, 2014 of the Di An Town Party Committee (now the Di An City Party Committee). The Di An City People's Committee has not yet considered these cases.

At this time, households have conducted detailed measurements but have not been able to implement the next steps of the Land Use Right Certificate Granting Plan.

The reason given is that the entire land area of ​​the project belongs to 6 land use right certificates registered in the names of individuals and households and is being managed by the Civil Judgment Enforcement Department of Di An City to ensure the execution of the judgment of Mr. Dinh Quy Dung (sentenced to suspended imprisonment for tax evasion in a number of projects), so there is no basis to determine the boundary and deduct the area on the land use right certificates.

The People's Committee of Di An City has worked many times with representatives of households and the Civil Judgment Enforcement Department to find solutions to issue land use right certificates to households. In particular, it is proposed that the Civil Judgment Enforcement Department seize Mr. Dinh Quy Dung's property, Di An 2 market, instead of managing 6 land use right certificates to ensure the enforcement of the judgment.

However, the seizure of Di An 2 market also encountered many difficulties due to disputes arising in Mr. Dung's family. Therefore, the People's Committee of Di An City supported the plan of the households to pay the money to execute the judgment on behalf of Mr. Dinh Quy Dung to receive 6 land use right certificates as a basis for granting land use right certificates to the households.

But after this advance payment, the group of households who advanced the money requested to keep the 6 land use right certificates above. Any household in Dai Dung residential area who wanted to be granted a land use right certificate had to pay the group of people who advanced the money, so many households did not agree.

Therefore, the request to be granted a land use right certificate in Dai Dung residential area has not been able to be implemented until now.
