According to the Ministry of Construction , before the merger, the Ministry of Construction and the Ministry of Transport focused on and resolutely reviewed and reorganized the apparatus to streamline, eliminate intermediate levels, and improve operational effectiveness and efficiency. Upon merger, the Ministry of Construction reduced 18 administrative organizations and 15 public service units; the Ministry of Transport reduced 96 administrative organizations, 23 public service units, and 120 organizations.
On February 25, 2025, the Government issued Decree No. 33/2025/ND-CP stipulating the functions, tasks and powers of the Ministry of Construction. Accordingly, the organizational structure of the Ministry of Construction has been reduced from 42 to 23 focal points, a reduction of 19 units, equivalent to a reduction of 45.2%.
On March 1, 2025, the new Ministry of Construction will operate on the basis of the merger between the Ministry of Construction and the Ministry of Transport (MOT), with a wide scope of state management, including the fields of construction, urban areas and transportation on a large scale.
“Since the new apparatus was put into operation, the Minister of Construction has issued 35 decisions regulating the functions, tasks, powers and organizational structures of the agencies and units under the Ministry to create unity, synchronization, no legal gaps, and no omission of state management tasks in the sector and field. Accordingly, the number of internal focal points of the units under the Ministry has decreased by 42 administrative organizations, 4 public service units and 1 enterprise under the Ministry; increased by 5 departments under the Department and 1 department under the Ministry Office” - the political report of the Party Executive Committee of the Ministry of Construction, term 2020-2025 - emphasized.

The above political report also clearly stated that the Party Executive Committee and the Party Committee of the Ministry of Construction resolutely led and directed the consolidation and arrangement of the apparatus and cadres to ensure synchronization, connectivity, unity, efficiency, effectiveness and efficiency. Organize the implementation of inspection and supervision tasks of Party committees and inspection committees at all levels and enforce discipline on Party organizations and Party members. Imprint of series of projects and works
In recent times, the Ministry of Construction has carried out planning, preparation, and completion of investment procedures for projects, and is one of the first ministries to synchronously complete 5 national sectoral plans: roads, railways, aviation, maritime, and inland waterways. The construction sector has started 93 projects, completed 83 projects, the national transport infrastructure network has made great strides, significantly increasing transport capacity on a number of important transport corridors, promoting socio-economic development.
For example, in the road sector, nearly 2,270 km of highways are in operation, with an investment rate four times higher than the period before 2020. Currently, over 1,900 km are under construction and over 1,400 km are being prepared for investment; the goal is to complete over 3,000 km by 2025 and 5,000 km by 2030. The coastal road has been put into operation for about 1,397 km, is under construction for about 633 km and is preparing for investment for 411 km.
The Ministry of Construction said that the aviation sector is growing rapidly in terms of scale and service quality, gradually recovering quickly after the COVID-19 pandemic. Notably, many important aviation infrastructure projects have been and are being completed, such as Long Thanh International Airport, Noi Bai T2 Passenger Terminal, Tan Son Nhat T3 Passenger Terminal. The additional planning of Gia Binh International Airport has been completed, with a capacity of about 30 million passengers/year by 2030.

The hallmark of the railway sector is the renovation and upgrading of technical bottlenecks on existing routes to improve traffic capacity, efficient and safe exploitation. In particular, major projects such as the North-South high-speed railway and the Lao Cai-Hanoi-Hai Phong railway have been submitted and approved by the National Assembly; creating a strong driving force for regional connectivity, urban development and enhancing national competitiveness.
Regarding maritime, 320 ports have been invested and put into operation; the total length of wharfs is over 100 km, basically meeting the transport capacity and import and export of goods of the whole country. Maritime routes have been invested synchronously with seaports. Meanwhile, most of the national and local inland waterways still mainly exploit natural conditions...
Mr. Tran Hong Minh - Minister of Construction - said that the first Party Congress of the Ministry of Construction carries with it the expectation of unprecedented innovation and breakthrough. In order for the congress resolution to not remain on paper but immediately enter into life, the Party Committee must direct the successful completion of the industry's growth scenario, the ultimate goal must be economic efficiency, the satisfaction of businesses and people.
“The construction industry must contribute about 18% of the country's GDP in 2025 and over 20% in the following years. In addition, it is estimated that the construction industry can indirectly contribute about 4-5% of GDP through spillover effects to other industries such as machinery manufacturing and residential consumption...” - the Minister of Construction informed.
