Decision No. 1025/QD-BTTTT dated June 24, 2024 of the Minister of Information and Communications on the temporary transfer and appointment of Mr. Le Van Tuan, Director of the Department of Radio Frequency, to hold the position of Director of the Department of Information Security, Ministry of Information and Communications.

Decision No. 1026/QD-BTTTT dated June 24, 2024 of the Minister of Information and Communications on the temporary transfer and appointment of Mr. Le Thai Hoa, Secretary of the Minister of Information and Communications, to hold the position of Deputy Director of the Radio Frequency Department, Ministry of Information and Communications. Regarding the Radio Frequency Department, the Minister also issued Decision No. 1028/QD-BTTTT dated June 24, 2024 on the assignment of Mr. Le Thai Hoa, Deputy Director of the Radio Frequency Department, to be in charge of operating the Radio Frequency Department until further decision.

According to Deputy Minister Nguyen Thanh Lam, being rotated is a valuable opportunity to renew oneself. In the context of the world and the country changing very quickly, the opportunity to change working positions is to broaden the context, broaden the perspective, helping oneself to do a better job in future positions. The Deputy Minister highly appreciated Mr. Le Van Tuan in 22 months in the position of Director of the Radio Frequency Department for doing many great things, such as successfully auctioning frequencies, planning frequencies... contributing to improving the position of the industry and the country. In a new position, a new field, which is currently the central field of the world, will be a valuable experience for Mr. Le Van Tuan.

Deputy Minister Nguyen Thanh Lam also expressed his impression with the Action Program of Mr. Nguyen Nguyen, Director of the Department of Publishing, Printing and Distribution. Regarding Mr. Le Thai Hoa, the new Deputy Director in charge of the Department of Radio Frequency, the Deputy Minister expressed his confidence that the experiences and skills he has acquired while working as Secretary to the Minister will be effectively applied by Mr. Le Thai Hoa in his new position.

At the ceremony, Deputy Minister Nguyen Huy Dung expressed his belief that the appointed officials will excellently fulfill their new tasks, contributing to the development of the industry and sector.

Deputy Minister Bui Hoang Phuong highly appreciated the experience and working spirit of Mr. Nguyen Khac Lich, one of the few leaders who have held many positions. The Deputy Minister directed that from now until the end of the year, the Department of ICT Industry must complete the Semiconductor Industry Strategy (submitted to the Government) and the Law on Digital Technology Industry. These are two fundamental and important tasks of the Department. Therefore, it is necessary to quickly review and complete these contents, ensuring quality and progress.

For the Department of Planning and Finance, the appointment of Mr. Nguyen Huu Hanh is very urgent to supplement human resources for the Department due to the large workload and related to many units of the Ministry as well as the industry. At the same time, Mr. Hanh will carry out the task of promoting digital transformation for financial planning activities.

Building systems is necessary to reduce the risk of leadership change.

At the ceremony, Minister Nguyen Manh Hung said that among the 7 pharmaceutical officials mobilized, appointed, and assigned tasks today, 5 are in their early 70s and all have been with the industry for over 20 years, some have even dedicated themselves for over 30 years.

In the general context of the world and the country, the IT industry is changing very quickly, so being a leader in one position for 5-10 years is very rare. There is a widespread shortage of staff in the IT industry, so staff need to shoulder common tasks with the country, and when mobilized, they must be ready to move.

This raises the question, how can a leader move quickly while the organization remains stable? According to the Minister, the answer to this question is to build a system. Building a system is necessary to reduce risks when changing leadership.

The Ministry of Information and Communications is responsible for training officials in the sector, who will then be transferred to other sectors, so it is imperative to build a system. Officials who are transferred to work must build a system so that when someone else takes their place, the organization will remain basically stable.

Building the system includes bringing all activities of cadres and civil servants to the digital environment, building digital tools to reduce work for them, and building a digital knowledge system of the field and unit to assist cadres.

To have many good cadres, leaders must create many big challenges and many big jobs.

Regarding the officials taking on new assignments today, the Minister said that all officials face new challenges.

According to the Minister, this is a very special assignment. The Party Committee and the Ministry's leadership have recognized that these five officials have great potential. However, if you ask if they are 100% sure, the answer is no. If the officials are confident in their new positions, the answer is also no.

Appointing staff based on potential is accepting risks, but that is the only way to have many staff, especially for our industry which is the industry that provides human resources for the whole country in the field of information and communication.

However, the condition of this approach is that there are ups and downs and when appointed, the Ministry's officials all have a written commitment that if they do not complete their tasks after 1 year, they will give them to someone else. With this culture, the Ministry can appoint and assign tasks according to potential to train more officials.

The Minister said that the cadres appointed today are basically based on their potential and the Party Executive Committee has given them challenges. However, nothing is 100% certain and the cadres assigned tasks are not 100% confident. Therefore, the cadres assigned new tasks must use all their potential to work. Only when working will they know who they are and whether they can take on the new tasks or not. The Ministry's leaders must regularly monitor and supervise the appointed cadres in order to replace them when necessary. This is a challenge for both the assigned person and the Party Executive Committee.

The Minister also noted that appointing officials is based on potential, here referring to potential talent, not potential virtue. Virtue is a necessary condition and must be determined from the beginning. If there is no virtue, there will be no appointment.

To have many cadres, leaders must create many new challenges, create many new jobs. To have many good cadres, leaders must create many big challenges, many big jobs.

People grow through work, work tests people like fire tests gold. Work is not only a test but also a tempering. Whether or not practice makes steel is unknown. But once the challenge is big enough, people will show up faster and more accurately.

The Minister emphasized that appointing officials based on potential must be based on two conditions: There is ups and downs; Big challenges for people to quickly reveal themselves. Doing things in a new way, with a new approach without conditions will be dangerous.

The Minister also directed the Department of Organization and Personnel to soon complete the Information Security Department, the ICT Industry Department, the Radio Frequency Department, and the Planning and Finance Department to have enough deputy leaders, no later than the end of July 2024.

Finally, on behalf of the Ministry's leadership, the Minister wished the officials taking on new assignments good health, confidence, continued efforts, and considered this an opportunity to challenge themselves.
