He suggested that the Government should evaluate more closely, more comprehensively to have strong measures, sanctions, and better control the use of social networks to commit crimes and violate the law among teenagers. Meanwhile, National Assembly delegate Do Ngoc Thinh (Khanh Hoa delegation) said that one of the difficulties in the fight against corruption and position-based crimes is that some subjects have fled abroad after committing crimes. The reason for the ineffectiveness of arresting some of these subjects is that there is no mutual legal assistance agreement between our country and some other countries. Mr. Thinh suggested that the Government should pay attention to this content in the coming time.

Explaining later, General Luong Tam Quang, Minister of Public Security, said that the police force and law enforcement agencies are strengthening and signing agreements related to the transfer of prisoners and extradition of criminals. "Based on each country, we gradually do it step by step. In the past, we have arrested and extradited many subjects. There are countries that have never extradited criminals to other countries, but recently they have cooperated, and we have brought extradited subjects back to their country," General Luong Tam Quang emphasized. He said that in the future, he will continue to advise on intergovernmental agreements to better implement this content. Regarding the crime situation, the Minister of Public Security emphasized that in the past year, political security and social order and safety were maintained; crimes and violations of the law were basically well controlled; the social environment was maintained in security and safety, but there were still some shortcomings and limitations.

According to General Luong Tam Quang, the number of dissolved or operating enterprises is still high, leading to unemployment and a trend of shifting the labor structure from urban to rural areas, while the demand for human resources in this area is limited, leading to a surplus of labor, especially among young people. "This is one of the causes of crime, especially crimes against property such as theft, robbery, extortion, and fraud in rural and mountainous areas, which has increased this year," Mr. Quang analyzed. Regarding the decline in social morality, the Minister said that this is a consequence that has accumulated over many years due to the negative aspects of the market economy, especially due to the flow of foreign cultural products that are not strictly censored on social networking platforms. One of the manifestations of this is crime, especially crimes against children and crimes against law enforcement officers. "Illegal acts imitating famous people spreading online continue to increase," Mr. Quang said.

Pointing out the limitations, the Minister of Public Security said that social prevention work has not met practical requirements; many conflicts at the grassroots level have not been detected and resolved by local authorities in a timely manner, especially conflicts related to land disputes, leading to a number of heartbreaking and indignant murders. Meanwhile, many administrative law violations have a low penalty framework, failing to demonstrate seriousness and deterrence. "Some people even show contempt for the law, willing to accept being punished if discovered, especially in violations of road traffic order and safety," said the Minister of Public Security. He said that in the coming time, it is forecasted that crimes, social evils and law violations will continue to increase with more diverse methods, nature and severity. This requires the drastic, proactive participation and coordination of ministries, branches and localities, according to Senior General Luong Tam Quang.
