Permanent Deputy Prime Minister Nguyen Hoa Binh is the Deputy Head of the Steering Committee.

Deputy Prime Minister Ho Duc Phoc, Deputy Prime Minister, Minister of Foreign Affairs Bui Thanh Son, Deputy Prime Minister Nguyen Chi Dung as Deputy Heads of the Steering Committee.

Minister of National Defense General Phan Van Giang, Minister of Public Security General Luong Tam Quang, Minister of Science and Technology Nguyen Manh Hung, Minister of Home Affairs Pham Thi Thanh Tra as Deputy Heads of the Steering Committee.

The Steering Committee has the function of researching and proposing to the Government and the Prime Minister and assisting the Government and the Prime Minister in directing and coordinating the implementation of policies, strategies, mechanisms, policies, and national-scale solutions for science and technology development, innovation, digital transformation, implementation of Project 06 and administrative reform.

Duties of the Steering Committee

The Decision states that the Steering Committee shall perform the following tasks:

Research and propose to the Government and the Prime Minister directions and solutions to solve problems in implementing policies, strategies, mechanisms and breakthrough policies for science and technology development, innovation, national digital transformation, implementation of Project 06 and administrative reform.

Provide opinions on strategies, programs, mechanisms, policies, projects related to science and technology development, innovation, digital transformation, implementation of Project 06 and administrative reform under the decision-making authority of the Government and Prime Minister.

Assist the Government and the Prime Minister in directing ministries, branches and localities to implement goals, tasks and solutions for science and technology development, innovation, digital transformation, implementation of Project 06, administrative reform; coordinate the implementation of cross-sectoral strategies, programs, mechanisms, policies, projects, solutions on science and technology development, innovation, digital transformation, implementation of Project 06, administrative reform; coordinate the implementation of the Government's Action Program to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

Assist the Government and the Prime Minister in urging and inspecting the implementation of cross-sectoral strategies, programs, mechanisms, policies, projects, and solutions on science and technology development, innovation, digital transformation, implementation of Project 06, and administrative reform; urge the implementation of the Government's Action Program to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo.

Summarize and evaluate the situation and results of implementing key tasks and solutions on science and technology development, innovation, digital transformation, implementing Project 06 and administrative reform. Perform other tasks as required by the Government and the Prime Minister.

Establish 03 Sub-Committees to assist the Steering Committee

The members of the Steering Committee work according to the Steering Committee's Working Regulations. The Head of the Steering Committee and Deputy Heads of the Steering Committee are Government leaders who use the Prime Minister's seal, while other members use the seals of their agencies.

Establish 03 Sub-Committees to assist the Steering Committee including:

- The Subcommittee for the Implementation of Project 06 is headed by the Minister of Public Security.

- The Subcommittee on Science, Technology, Innovation and Digital Transformation is headed by the Minister of Science and Technology.

- The Administrative Reform Subcommittee is headed by the Minister of Home Affairs.

The Sub-Committees are responsible for assisting the Steering Committee in their assigned areas; at the same time, directing and urging ministries, branches and localities to implement specific corresponding areas. The Ministers and Heads of the Sub-Committees issue decisions to establish the Standing Body of the Sub-Committee, approve the list of members and the operating regulations of the Sub-Committee; ensure the necessary conditions and use the seal of their agencies for the activities of the Sub-Committee. If necessary, the Sub-Committees are allowed to mobilize domestic and foreign consultants to carry out assigned tasks.

The Ministry of Science and Technology acts as the Standing Body of the Steering Committee; submits to the Head of the Steering Committee for approval the Operation Plan and Working Regulations of the Steering Committee; ensures necessary conditions for the operation of the Steering Committee.

Members of the Steering Committee and Sub-Committees work part-time and enjoy benefits according to current regulations.

The operating expenses of the Steering Committee and Sub-Committees are allocated from the state budget allocated to the Ministry of Science and Technology, the Ministry of Public Security, the Ministry of Home Affairs and other legal sources of funding./.
