Minister of Science and Technology: Attracting leading technology experts is a big problem

During the working session in Da Nang city on the morning of July 28, the delegation of the Ministry of Science and Technology visited the microchip design training class at Da Nang Software Park No. 2 (at the foot of Thuan Phuoc bridge, Da Nang city ).

Vietnam must do what no one has done

The class is organized by the Danang Center for Research and Training in Microchip Design and Artificial Intelligence in collaboration with Synopsys Vietnam Co., Ltd., Sovico Group and TreSemi Technology Expert Organization (USA).

The class was taught by Mr. Phil Hoang - Senior Technical Manager, Skyworks Solutions, Inc., with the participation of 38 lecturers and final year students majoring in semiconductor microchips or related majors from training institutions in the city. The program started in April and is expected to be completed in August 2025.

At the office of FPT Corporation - a strategic partner of Da Nang city in the field of semiconductors and artificial intelligence, when Mr. Nguyen Manh Hung asked the minister to ask a question, Mr. Ton Duc Thuan, an officer in the research and development department, asked what direction the Ministry of Science and Technology had in the management field for Da Nang.

Minister Nguyen Manh Hung said that the current general direction is to coordinate technology and expertise. Vietnam has only one direction, which is to rise up, it must do what no one has done; if it remakes what already exists, the added value will be very little.

The minister asked, "How can we use the 'heads' of talented people?"

At the AiaiVN Company's workspace in Da Nang, Mr. Tuan Phan - CEO - said that he has a group of colleagues who are technology experts working at Microsoft and NIVIDIA.

In daily conversations as well as at work, this team always expresses their desire to return to Vietnam so that one day they can contribute to creating large projects, bringing Vietnam to the world.

Impressed with the list of talented people working at the same place that Mr. Tuan Phan provided, Minister Nguyen Manh Hung asked: "How can we use the "head" of this team?".

Mr. Tuan Phan suggested that what is needed most is a large enough environment and projects of sufficient scope domestically to implement big ideas.

Minister Nguyen Manh Hung said that bringing talented Vietnamese experts working at technology corporations around the world back is a big problem.

The working environment and institutions are the conditions for development. Good experts who work and create results must enjoy those results to become rich. The initial conditions should not be too good.

"Currently, the Ministry of Science and Technology stipulates that if you use state money to conduct research, the state must take the results and let the research group own the results.

The second is to commercialize the research results. If 100 dong is created, 30 dong must be returned to the research group. If there is a Vietnamese person who owns a valuable invention, a percentage will be deducted to become rich" - Mr. Nguyen Manh Hung affirmed.
