According to Mr. Nguyen Kim Tuyen, Acting Director of the Department of Organization and Personnel, Ministry of Natural Resources and Environment, on April 17, at the Conference to announce the 2023 Administrative Reform Index (PAR INDEX 2023) of ministries, ministerial-level agencies, People's Committees of provinces and centrally run cities. The Government's Steering Committee for Administrative Reform announced the 2023 PAR Index of the Ministry of Natural Resources and Environment at 87.01 points (ranked 5th out of 17 ministries and ministerial-level agencies, up 01 place compared to 2022), (Self-assessment score is 61.15 points and social survey score is 25.85 points).

Mr. Tuyen said that the administrative reform (AR) work has always been focused on by the Party Committee and the leadership of the Ministry of Natural Resources and Environment, with consistent, flexible leadership and comprehensive implementation in all aspects of the Ministry and the Industry. With the political determination and determination in the direction and management of the Minister, Deputy Ministers, and heads of units, the administrative reform work of the Ministry has been comprehensively assessed by the Government's Steering Committee for Administrative Reform.

In particular, as a member of the Government's Steering Committee for Administrative Reform, Minister Dang Quoc Khanh regularly directs that administrative reform is the task of the entire political and social system, aiming to comprehensively reform the state administrative system, helping state agencies, including the Ministry of Natural Resources and Environment, operate more effectively and efficiently, serving the people and the requirements of socio-economic development better in the new situation.

Accordingly, there are areas of the Ministry of Natural Resources and Environment that are highly appreciated, in which the area of ​​administrative procedure reform reached 11.15/12.5 points; the area of ​​administrative apparatus reform reached 7/7 points; the area of ​​civil service reform: 8.5/8.5 points. Regarding the sociological survey, the quality of the Ministry's administrative reform direction and management was also assessed at 1.81/2 points; the quality of administrative procedure regulations: 3.11/4 points.

According to Mr. Tuyen, in order to continue to effectively implement the Ministry's administrative reform work and improve the Ministry's PAR Index in the coming time, the Department of Organization and Personnel has proposed that the Minister and Deputy Ministers direct units to implement a number of contents such as: further strengthening the role, responsibility and political determination of heads of agencies and units in directing and implementing administrative reform work; continuing to strengthen discipline, order, and innovate working methods associated with the application of digital technology to ensure the common goals of the State Administrative Reform Master Program for the 2021-2030 period.

Perfecting the legal system on natural resources and environment, removing barriers, improving the investment and business environment, creating maximum convenience for people and businesses towards building a service-oriented administrative system of the natural resources and environment sector, eliminating the mechanism of asking for and giving, the phenomenon of harassment, authoritarianism, bureaucracy, and being far from reality in each cadre and civil servant.

Building a modern public service in the Natural Resources and Environment sector, with a team of professional, skilled and ethical officials and civil servants who meet the requirements of digital administration.
