Specifically, according to Decision No. 1103, the Minister of Industry and Trade revokes the right to issue certificates of origin (C/O), certificates of unchanged origin (CNM) and receive registration of certificates of origin codes (REX codes) under the generalized tariff preferences (GSP) of Norway and Switzerland authorized by the Minister of Industry and Trade.
What are authorized certificates of origin?
The revoked contents include Decision No. 1234 dated April 12, 2018 of the Minister of Industry and Trade on the authorization to issue certificates of origin of goods, including C/Q form A, C/O form B, non-preferential C/O forms according to the regulations of the importing country and CNM.
Decision No. 1076 dated April 3, 2020 of the Minister of Industry and Trade on authorization to issue GSTP model certificates of origin; Decision No. 2795 dated December 16, 2022 of the Minister of Industry and Trade on authorization to receive registration of codes for certificates of origin of goods under the generalized tariff preferences of Norway and Switzerland.
The Import-Export Department is responsible for notifying importing countries, relevant agencies, organizations and units at home and abroad about the change of the issuing authority for types of C/O form A, C/O form B, non-preferential C/O according to the regulations of the importing country, CNM, C/O form GSTP and REX code registration from the effective date of this decision.
In addition, the organization will deploy the issuance of C/O form A, C/O form B, non-preferential C/O according to the regulations of the importing country, CNM, C/O form GSTP and register REX code smoothly, avoiding interruption and creating favorable conditions for traders.
This agency also organizes the handover and reception from VCCI of contents related to the issuance of C/O form A, C/O form B, non-preferential C/O according to the regulations of the importing country, CNM, C/O form GSTP and registration of REX code during the period authorized by the Minister of Industry and Trade.
Ensuring data infrastructure for issuing electronic certificates of origin
The Department of E-commerce and Digital Economy is responsible for ensuring the electronic data infrastructure at the Ministry of Industry and Trade's electronic certificate of origin management and issuance system (eCoSys) to carry out the following procedures: Issuing electronic C/O and collecting fees for certificate of origin of goods (C/O); receiving REX code registration.
VCCI is responsible for stopping the issuance of all types of C/O form A, C/O form B, non-preferential C/O according to the regulations of the importing country, CNM, C/O form GSTP and REX code registration from this prescribed time.
At the same time, support traders to change the place of request for issuance of C/O form A, C/O form B, non-preferential C/O according to the regulations of the importing country, CNM, C/O form GSTP and register the REX code of the Government detailing the Law on Foreign Trade Management on the origin of goods.
The Import-Export Department shall preside over or coordinate with competent authorities in inspecting, examining and verifying the origin of goods issued by VCCI during the period authorized by the Minister of Industry and Trade to issue C/O form A, C/O form B, non-preferential C/O according to the regulations of the importing country, CNM, C/O form GSTP and register REX code.
At the same time, carry out the storage of records and documents related to the issuance of C/O form A, C/O form B, non-preferential C/O according to the regulations of the importing country, CNM, C/O form GSTP and REX code registration.
