On October 4, the Ministry of Public Security announced that the police investigation agency is investigating a case of "violation of bidding regulations causing serious consequences" that occurred at the Vietnam Computer Emergency Response Center under the Ministry of Information and Communications, Tien Bo International Joint Stock Company and related units. During the investigation of the case, the police investigation agency of the Ministry of Public Security issued a decision to prosecute and issue a wanted notice for Ms. Nguyen Thi Thanh Nhan, former chairwoman of the Board of Directors of Tien Bo International Joint Stock Company AIC. Ms. Nhan was prosecuted by the police investigation agency of the Ministry of Public Security on December 29, 2023 for the crime of "violation of bidding regulations causing serious consequences", stipulated in Clause 3, Article 222 of the Penal Code. Previously, in other cases, the Ministry of Public Security's Investigation Police Agency had prosecuted the accused, issued a national and international warrant for Ms. Nhan for "violating bidding regulations causing serious consequences" and "giving bribes". To serve the investigation, the Ministry of Public Security's Investigation Police Agency called on Ms. Nhan to come to the headquarters of the Ministry of Public Security's Investigation Police Agency, address 47 Pham Van Dong (Mai Dich Ward, Cau Giay District, Hanoi) or the nearest police agency to surrender to enjoy the state's leniency policy and exercise the right to self-defense as prescribed. According to the investigation police agency, if the accused Nhan continues to flee without surrendering, the investigation agency will consider it a waiver of the accused's right to self-defense and will proceed to investigate and conclude the case according to the law. Regarding this case, on December 29, 2023, the Ministry of Public Security prosecuted 9 people for the crime of "violating bidding regulations causing serious consequences". Among them are Mr. Nguyen Trong Duong (former director of VNCERT, deputy head of the Department of Financial Planning of the Ministry of Information and Communications), Mr. Ngo Quang Huy (former deputy director of VNCERT, deputy chief of office of the Ministry of Information and Communications)... According to the Ministry of Public Security, the police investigation agency has collected documents and evidence to clarify the process of establishing, approving, and organizing the bidding for the project "investing in purchasing equipment and technical services to monitor and analyze incidents and network information security attacks on a number of international internet connection channels" implemented by the Vietnam Computer Emergency Response Center in 2017. The initial investigation results determined that Mr. Nguyen Trong Duong, when he was still director of VNCERT, directed a number of subordinates to collude with Khang Phat Company (consulting unit), BTC Value Valuation Joint Stock Company and the equipment supplier, AIC Company, seriously violating the provisions of the Bidding Law, causing particularly serious damage to state assets.
