On January 6, in Hai Phong City, the Military Region 3 Command held a conference to review military and defense work in 2024. In 2024, the Party Committee, the Military Region 3 Command and the Party Committees and commanders at all levels closely coordinated with the Party Committees and local authorities in the area to focus on leading and directing the comprehensive completion of assigned tasks, including many tasks that were completed well and excellently. Notably: Strictly maintaining the combat readiness regime; reviewing, adjusting and supplementing documents to closely match the task situation, especially newly merged, reorganized and established units; coordinating forces to closely manage airspace, sea, border, inland and cyberspace, ready to promptly handle situations, avoiding being passive or surprised. In addition, it also performed excellently in preventing, combating and overcoming the consequences of natural disasters, contributing to maintaining political security, social order and safety, building a solid people's position; improving the quality of drills and the mobility of agencies and units; Directed the organization of the KVPT exercise of Hoa Binh province, the PTDS exercise of Thai Binh province; 1-sided and 2-level CH-CQ exercise on the map and in the field of the Military Command of Hung Yen province, Quang Ninh province, Hai Phong city and practical and effective drills of main units, live-fire exercises to ensure safety. Concluding the conference, the Commander of Military Region 3 requested Party committees and commanders of agencies and units to strictly maintain the combat readiness regime, continue to thoroughly grasp and strictly implement directives and resolutions of superiors; do a good job of preparing training grounds, training grounds, and training models, focusing on synchronous and specialized training; strengthen inspections of independently stationed units. Direct units and localities to do a good job of selecting and calling citizens to join the army, organizing military handover in 2025 to ensure sufficient quotas, quality, and safety. Proactively coordinate with Party committees and local authorities to maintain political security, social order and safety in the area, especially during the Lunar New Year; manage and use land and defense works in accordance with regulations; deploy construction of combat works according to plan. The Military Commands of provinces and cities advise local Party committees and authorities on funding and construction of defense works in the KVPT. Organize well the propaganda activities to celebrate major holidays in 2025; prepare well and organize Party Congresses at all levels, towards the 10th Military Region Party Congress; improve the quality of political education, dissemination and legal education for all subjects; promote administrative procedure reform, build e-Government and digital transformation in the entire Military Region.

Also at the conference, the Party Committee and Command of Military Region 3 launched the emulation movement "Determined to Win" in 2025 with the theme: "Democracy, solidarity, discipline, creativity, Determined to Win".

On this occasion, authorized by the Ministry of National Defense, the Chief of the Military Region 3 Command awarded the Government's Emulation Flag to 1 collective; the Ministry of National Defense's Emulation Flag to 12 collectives; Certificates of Merit from the Minister of National Defense to 2 individuals; the Emulation Flag of the Military Region 3 Command to 17 collectives; Certificates of Merit and Certificates of Merit from the Party Committee of Military Region 3 to 2 party organizations; the "Determined to Win Unit" to 24 collectives; the title "Emulation Fighter" to 11 individuals with outstanding achievements in the 2024 Determined to Win emulation movement.
