On September 8, Thuy Nguyen District Police (Hai Phong City) issued a decision to administratively fine Tran Van Dao (39 years old, living in Minh Duc Town, Thuy Nguyen District) with a fine of 5 million VND for posting articles with distorted, untrue content, insulting the reputation of agencies, organizations, and the honor and dignity of individuals on social networks.
Tran Van Dao signed the administrative violation penalty record.
Previously, on the morning of September 6, Dao posted an article defaming and insulting the Minh Duc Town Police force and attached a photo of a Minh Duc Town Police officer to a Facebook account named "Son Ba Dao Yen".
Immediately after discovering the above content, the Thuy Nguyen District Police Security Team invited Dao to work.
At the police station, Dao confessed that on August 22, the Minh Duc Town People's Committee temporarily detained a number of sandbags for illegally assembling them in the Gia River area, and that due to his own ignorance, he had committed the above-mentioned illegal act.
Dao has removed the content written on his personal Facebook as mentioned above, publicly apologized and pledged not to repeat the offense.
Pursuant to Point a, Clause 1, Article 101 of Decree 15/2020/ND-CP dated February 3, 2020 of the Government on administrative sanctions in the fields of post, telecommunications, radio frequencies, information technology and electronic transactions, Thuy Nguyen District Police have established a case file, imposed an administrative sanction, with a fine of 5 million VND on Tran Van Dao.
