This requires more clarification and standardization of the functions and tasks of each agency, unit, and organization. Based on that, implement the viewpoint that one agency or unit does many things, but one task is only assigned to one agency, unit, or individual. One agency, for example, a ministry, can manage multiple sectors.
The second factor is the issue of staff. Through the arrangement and streamlining of the apparatus, we also streamline the payroll, rearrange and reassign staff so that agencies and units can operate effectively and efficiently.

The spirit of operating the apparatus must be "right role, right job", assign the best person to that person, clearly define functions, tasks, and authority, because the clearer it is, the easier it is to evaluate and determine responsibilities.
At the same time, promote decentralization and delegation of power along with resource allocation, improve implementation capacity, strengthen inspection and supervision; local decisions, local actions, local responsibilities...
