70 years of Liberation of the Capital - Part 3: Hanoi urban planning, an urgent and vital issue

In any city, planning is always considered the most important and top priority.
Hanoi is the capital, a special urban area, so this issue becomes even more urgent. If the planning is good and the vision is long-term, the urban area will be worthy in the future, avoiding a lot of losses in terms of effort, time, money and limiting the "demolition and rebuilding" which makes the urban area fragmented, patchy, unsynchronized, causing disruption to people's lives.

"Unleashing" the planning of the Capital Recently, the planning of the Capital has always been of special interest to the people, scientists, managers and the Hanoi government. It can be said that the upcoming planning project is being expected by all levels, thereby resolving many bottlenecks and delays in the investment, construction and development process. After a long process of research, construction, careful consideration and submission to all levels for consideration, on May 24, 2024, the Politburo issued Conclusion No. 80-KL/TW on the Planning of the Capital Hanoi for the period 2021 - 2030, with a vision to 2050 and the Project to Adjust the Master Plan of the Capital Hanoi to 2045, with a vision to 2065. Currently, the Planning Appraisal Council is continuing to complete the final procedures to submit to the Prime Minister for early approval (expected in October 2024). Experts say that the two upcoming planning projects are considered two "centers", in addition, the Capital Law recently passed by the National Assembly is the legal framework for Hanoi to carry out those central tasks. Resolution 15 of the Politburo also clearly states that the two central axes for implementation are: Capital planning and Capital master planning. Dr., Architect Dao Ngoc Nghiem, former Chief Architect of Hanoi, assessed that over the past 70 years, Hanoi has achieved many great results in planning and construction; however, it has also revealed shortcomings and challenges. After Resolution 15 of the Politburo on the development orientation of the Capital, Hanoi has implemented very flexibly its development orientations, including focusing on building the two above-mentioned plans, which are considered two pillars for future development. Recently, the National Assembly also passed the amended and supplemented Law on the Capital City 2024. Thus, in the coming period, Hanoi will synchronously and parallelly implement new laws and planning, including proposing more than 70 specific policies for Hanoi. With the orientations in planning and the characteristics of the Capital, the whole country is placing requirements on Hanoi to have breakthroughs, innovations, and new measures. According to Mr. Dao Ngoc Nghiem, through the 2008 boundary adjustment, Hanoi has the largest area among urban areas in Vietnam and the second largest population after Ho Chi Minh City. Compared to the world, Hanoi is one of the 12 capitals with large areas and one of the 10 capitals with thousands of years of development tradition. In the upcoming planning, the Central Government affirms to continue implementing the urban cluster model, including the central urban area, 5 satellite urban areas, ecological towns and connected by green corridors. The urban cluster model must continue to be implemented but must be adjusted to suit reality. The 5 satellite cities were proposed in the 2011 planning, this time there must be reasonable population size adjustments and specific policies. Implement the urban cluster model, the ecological towns and especially 5 to 7 districts will be upgraded to districts and in the next period, implement the city-within-a-city model, including the northern city with Dong Anh, Me Linh, Soc Son districts and the western city with the Science City, Hoa Lac - Xuan Mai city. Implementing this urban model, this city model is a very important requirement. This is a huge challenge for Hanoi in the coming period, requiring direction from the Central and the Government and especially developing policies and economic development strategies that Hanoi must have reasonable solutions for economic space, to ensure the relationship with the regions. Hanoi must be the driving force for regional development, and at the same time create conditions for the provinces in the region to develop together, and reorganize the space at the points connecting the provinces in the region, especially the traffic issue. Hanoi must also perform well the role of regional linkage in developing cultural industry, including linking traditional spaces of a thousand years of civilization with new modern spaces, linking the spaces of Ba Vi, West Lake, Co Loa and the culture of Xu Doai... to create a new vitality for Hanoi. Mr. Dao Ngoc Nghiem also emphasized that Hanoi has a large area, a long history of development, with the characteristics of the old quarter, the old French quarter, landscape areas such as Hoan Kiem Lake, West Lake, the Ba Dinh political center, and traditional craft villages. In recent years, through 7 planning times, although Hanoi has tried to renovate and promote the value of this heritage, its potential has not been fully realized. In the coming period, Hanoi needs to ensure new development, associated with the renovation and reconstruction of existing urban areas. In addition, Hanoi must be determined to preserve villas, preserve the old quarter, protect the central area of Ba Dinh and especially exploit the landscape to protect the environment of more than 120 lakes. A new orientation for all urban areas, but for Hanoi, it is a special issue, which is that in urban development, it is necessary to ensure harmony between urban and rural areas. In the central urban area of Hanoi, including the historical inner city and the newly developed inner city, there are many elements of craft villages and traditional spatial elements of the old agriculture. Therefore, it is necessary to plan, build and develop urban and rural areas in harmony. In the development orientation of Hanoi to 2030, urban areas will account for about 70%, the rest will be rural areas. Hanoi is leading the country in building new rural areas and model rural areas. So, how to connect rural and urban areas, such as the traffic infrastructure system, the quality of life of the people, the suburban rural areas contribute a certain economic part to development and especially develop tourism, exploit from discovery tourism, eco-tourism... Relocate offices, reduce overload for the inner city
In the past, Hanoi was considered a narrow shirt, with a large number of people and high population density. One of the reasons was due to many obstacles in planning implementation, still "cramming" high-rise buildings into the inner city. Meanwhile, agencies and schools have not been relocated out of the center. Regarding this issue, Mr. Dao Ngoc Nghiem said that from the Hanoi Planning approved in 1998, the issue of relocating public facilities, headquarters of some ministries, branches, and some educational institutions and universities was raised. The Government has set a target of relocating almost all agencies and schools to suitable locations by 2025. However, the city has not been able to achieve this target due to inconsistencies between the laws. In the 2013 Land Law, it is stipulated that individuals and organizations that have leased land stably and long-term and the term has not expired, the subject still has the right to decide whether to stay or leave. In the future, when the two new plans are approved, the issue of arranging areas for the headquarters of some ministries, branches and regional linkages to create attractiveness for some universities, especially building Hoa Lac city into a city of science and universities, will be more favorable. In particular, the Capital Law allows Hanoi to take the initiative in relocating the headquarters of ministries, branches and industrial establishments. The agencies must hand over these locations to the city when relocating. In addition, Hanoi city must be responsible for specifying specific locations and scales. In the upcoming plan, Hanoi clearly identifies at least 4 areas for central agencies, this will be favorable for implementation. Thus, the orientation in the planning has been linked to reality, but the problem is how to organize the implementation, whether it is drastic or not, whether it is supported by ministries and branches or not, and whether the budget is reasonably allocated capital, which requires determined efforts from many sides. Urgently starting to implement the planning Mr. Duong Duc Tuan, Vice Chairman of the Hanoi People's Committee, said that after the project to adjust the Hanoi Capital Master Plan to 2045, with a vision to 2065 was approved by the Prime Minister (expected in early October 2024), the city continued to direct the establishment and adjustment of the system of related plans such as: Master plan of cities in the capital; master plan of satellite cities, towns, district construction plans; urban zoning plans and related plans and regulations. Implementing the Master Plan for the Capital Construction, the city continues to promote the implementation of plans to serve the development projects of the urban area expanding to the North and Northeast with a number of large projects such as Kim Quy Park, the National Exhibition and Fair Center, the Smart City urban area, the Software Park Area on both sides of Nhat Tan - Noi Bai route, Gia Lam urban area...; focusing on researching and implementing investment according to the approved urban zoning plan along both sides of the Red River; focusing on promoting urban development in the Western region, implementing the plan to develop a number of districts of Dong Anh, Gia Lam, and Hoai Duc into districts in the coming time; Focus on developing housing types for middle-income and low-income earners, promote investment in satellite cities of Hoa Lac, Xuan Mai, Son Tay, Phu Xuyen, Soc Son, etc. Recently, Hanoi has focused resources on investing in building a framework infrastructure transport system, urban railway system (Cat Linh - Ha Dong, Nhon - Hanoi Railway Station), public transport system connecting the entire city; coordinate with the Ministry of Transport to implement many key projects in the area.
