Speaking at the Conference, Minister Nguyen Kim Son said that in the 2023-2024 school year, the entire education sector has made efforts to implement 8 key tasks and solutions to continue promoting fundamental and comprehensive innovation in education and training to meet the requirements of national development in the new period, contributing to bringing Vietnamese education and training to the advanced level of the Asian region by 2030 and to the advanced level of the world by 2045. The implementation process over the past 12 months has achieved most of the goals and plans, a year of many important results, creating positive changes in the entire sector.

According to the Minister, this conference aims to comprehensively evaluate the implementation of tasks of the past school year, deeply evaluate the results achieved, the limitations, the lessons learned and solutions to overcome the shortcomings and solutions that need to be proposed. Therefore, the contributions of central ministries, branches and sectors; the exchanges and sharing of experiences of localities... will help effectively implement the tasks of the 2024-2025 school year and the tasks and responsibilities of the education sector.

Reporting at the Conference, the representative of the Ministry of Education and Training said that in the 2023-2024 school year, the education and training sector has achieved many proud and outstanding results such as: The entire education sector has organized a summary of 10 years of implementing Resolution No. 29-NQ/TW of the 11th Party Central Committee on fundamental and comprehensive innovation of education and training; the education sector continues to perfect institutions, creating a legal corridor to implement fundamental and comprehensive innovation of education and training according to the requirements of Resolution 29 of the Central Committee; The work of universalizing preschool education, primary education, secondary education and illiteracy eradication continues to receive attention from localities, the network and scale of schools and classes continue to receive investment attention.

In addition, the 2018 General Education Program with many new points has been implemented synchronously with all subjects and educational activities for grades 1, 2, 3, 4, 6, 7, 8, 10, 11 nationwide; The quality of mass and key education continues to be improved, the Ministry of Education and Training has successfully organized the 2024 High School Graduation Exam, Vietnamese students continue to achieve many high achievements in international science and technology competitions in the United States; regional and international Olympic competitions;

Autonomy in higher education is gradually becoming more substantial, associated with the implementation of accountability, publicity and transparency of information according to regulations; the school management system is prioritized for improvement and completion; science, technology and innovation activities continue to be promoted; Step by step overcoming the surplus and shortage of teachers, the Ministry of Education and Training continues to coordinate with the Ministry of Home Affairs to add 27,826 positions for the 2023-2024 school year; The whole sector continues to promote digital transformation, applying IT in management, direction and operation and in teaching and learning activities...

The Education and Training sector also effectively implements physical education and school health care, ensuring school safety. Successfully organizes typical student sports competitions such as: 13th Southeast Asian Student Sports Festival; National Phu Dong Sports Festival; "S-Race 2023" student running competition... contributing to the implementation of the goal of comprehensive education in Morality - Intelligence - Fitness - Aesthetics; at the same time, contributing to discovering and nurturing talents in the field of physical education and sports for localities, for the education sector, for the country and participating in international arenas.

However, in addition to the achieved results, the Ministry of Education and Training also pointed out a number of shortcomings and limitations in the past school year, reflected in: the drafting of a number of documents, the effectiveness and efficiency of state management of education and training are still limited, the shortage of teachers is still common in most localities, and the network of preschool and general education facilities is not distributed reasonably in some places.

The work of ensuring safety for preschool children in independent and private preschools, especially in urban areas, industrial zones, and export processing zones, is still limited. The quality of continuing education is still limited; the rate of mobilizing learners to eliminate illiteracy in border areas, areas with large ethnic minorities, and areas with difficult economic and social conditions is still low, and the results of eliminating illiteracy are not sustainable.

The quality of university education has not met the human resource requirements for new economic sectors and high technology. Training has not been closely and regularly linked to labor requirements and social needs. Forecasting human resource needs, especially human resource needs for new occupations, is still limited. The rate of postgraduate study, especially in basic sciences, engineering and technology, is very low.

12 key tasks of the new school year

In the new school year 2024-2025, with the theme of the school year being "Discipline, responsibility, continuous innovation, quality improvement", the education and training sector identified 12 key tasks for the new school year.

In particular, implementing Conclusion No. 91-KL/TW, dated August 12, 2024 of the Politburo, continuing to implement Resolution No. 29-NQ/TW, dated November 4, 2013 of the 11th Party Central Committee "On fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the conditions of a socialist-oriented market economy and international integration".

Continue to improve institutions, enhance the effectiveness and efficiency of state management of education. Ensure equitable access to education for all subjects, including attention to ethnic minorities, people living in mountainous areas, areas with particularly difficult socio-economic conditions, coastal and island areas, orphans, homeless children, people with disabilities, people from poor and near-poor households.

The education and training sector also determined to improve the quality of preschool education, general education and continuing education. Develop a team of teachers, lecturers and educational institution managers to ensure sufficient quantity and improve quality, meeting the requirements of educational and training innovation.

At the same time, effectively use the state budget and mobilize investment resources for education. Strengthen political and ideological education, national defense and security education, physical education, and school health. Improve the quality of human resource training, especially high-quality human resources associated with scientific research and innovation. Strengthen international integration in education. Promote digital transformation and administrative reform throughout the sector.

The Education and Training sector also identified tasks such as: Strengthening inspection, examination and handling of violations in the field of education and training. Strengthening communication and education work and effectively implementing emulation movements throughout the sector... in the 2024-2025 school year...
