Previously, the Department of Finance issued an official dispatch on implementing the Ministry of Finance's guidance on the arrangement, placement, and handling of public assets when reorganizing administrative units, noting the handling of assets in the organization of two-level local governments.
In particular, for district-level headquarters (after abolishing the district level), priority will be given to commune-level authorities where the headquarters is located or other State agencies, organizations and units (including central agencies, organizations and units in the area) that need to use them as working headquarters or career facilities.
At the same time, it is possible to arrange one office for many agencies, organizations and units according to regulations.
For commune-level headquarters, in the immediate future, they will continue to be arranged as headquarters.

For commune-level headquarters that are no longer in use, consider prioritizing conversion of their functions to educational facilities (expanding schools), medical facilities, and use for local public purposes (libraries, parks, cultural and sports institutions, etc.).
In case there is no immediate need for use, the land will be recovered and handed over to the land fund development organization for management and exploitation according to regulations.
Currently, the Department of Finance is coordinating to review, research and prepare a report to the Provincial People's Committee on this content.
