Promote policies and prioritize capital for agriculture and rural areas
The State Bank of Vietnam, Region 4 Branch, has promptly deployed the directive documents of the Government and the State Bank of Vietnam on credit policies for lending to develop the market economy to local banks.
Accordingly, banks are directed to increase capital mobilization to meet the borrowing needs of all cooperatives and cooperative groups, especially in the fields of agriculture, forestry, fisheries and small-scale industry.

One of the focuses is to prioritize credit capital for programs serving agricultural and rural development and new rural construction, with priority targets being cooperatives.
The Bank also closely coordinates with relevant departments and branches to remove difficulties and obstacles, creating favorable conditions for eligible cooperatives to access loans.
Positive results, motivating cooperatives
As of June 30, 2025, credit activities serving the market economy have achieved impressive figures, 10 bank branches have established credit relationships with 33 cooperatives with outstanding loans. These cooperatives mainly operate in the fields of agriculture, forestry, services and small-scale industry.

Lending results show that credit quality for cooperatives is very good, with outstanding loans to cooperatives reaching VND 351 billion, with the ratio of bad debt to total outstanding debt being only 0.6%, down 0.2 percentage points compared to the end of 2024.
Orientation 2026: Improving quality, aiming for sustainable development
With the general goal of ensuring the stable and effective operation of credit institutions, meeting the capital needs of members, the State Bank of Vietnam, Region 4 Branch, has set a specific plan for 2026; outstanding credit for the KTTT is expected to increase by 8% compared to 2025, reaching VND 395 billion, while maintaining the bad debt ratio below 1%.
To achieve this goal, the banking sector will continue to prioritize capital for cooperatives operating in the agricultural and rural sectors, especially production linkage models between enterprises and cooperatives.
In addition, it will focus on supporting cooperatives in applying high technology, developing OCOP products, innovation and digital transformation.
The State Bank will also coordinate with departments and branches to support cooperatives in creating electronic payment accounts to serve trading activities on e-commerce platforms.

These efforts not only help local cooperatives have more financial resources to develop production and business, but also contribute significantly to the completion of new rural construction goals, improving people's lives, and promoting sustainable local socio-economic development.
