At the conference, implementing the decisions of the Prime Minister and the Minister of National Defense on personnel work and the direction of the Central Military Commission Standing Committee, Lieutenant General Pham Ngoc Hung handed over the task of Director General of General Department II to Lieutenant General Tran Cong Chinh, Political Commissar of General Department II.

Speaking at the conference, General Phan Van Giang, Minister of National Defense, acknowledged and highly appreciated Lieutenant General Pham Ngoc Hung in recent years as Director General, Head of the Intelligence Steering Committee of General Department II, and Head of Military Intelligence and Reconnaissance of the entire army.

Lieutenant General Pham Ngoc Hung, together with the Standing Committee, Party Committee, and General Department commanders, led and directed General Department II and the entire Defense Intelligence sector to successfully and comprehensively complete all aspects of work, with many aspects being excellently completed, contributing to increasingly enhancing the position, prestige, and role of Vietnam's Defense Intelligence.

Assigning the task of General Director of General Department II to Lieutenant General Tran Cong Chinh, General Phan Van Giang hoped that in his new position, Mr. Chinh would continue to strive, practice, promote revolutionary ethics, further improve his working capacity, and together with the Standing Committee, Party Committee, and command of General Department II, lead and direct the unit and the entire intelligence sector to successfully carry out all assigned tasks, worthy of the trust of his superiors in him personally and the entire force.

At the conference, General Phan Van Giang also highly appreciated the leadership, direction, responsibility, and spirit of solidarity and unity in the Standing Committee, Party Committee, and command of General Department II.

To meet the requirements and tasks in the coming time, General Phan Van Giang requested that the Defense Intelligence Service must constantly proactively grasp the situation, improve its research and strategic forecasting capabilities, promptly advise the Party, State, Central Military Commission, and Ministry of National Defense on appropriate policies and countermeasures to firmly protect the Fatherland early and from afar, and absolutely not be passive or surprised.
