(Chinhphu.vn) - On the occasion of the 80th anniversary of the August Revolution and National Day September 2, a sacred and proud historical milestone of the nation, the whole country is beating together, united towards the humane goal: eliminating temporary and dilapidated houses, so that "no one is left behind".

In that spirit of enthusiastic and affectionate emulation, ministries, branches and localities have constantly innovated and flexibly implemented a series of practical models, strongly spreading the spirit of responsibility and sharing. Thanks to that, the Program to eliminate temporary and dilapidated houses nationwide has reached the finish line far exceeding expectations - 5 years and 4 months earlier than Resolution No. 42-NQ/TW and 4 months earlier than the target of the Emulation Movement launched by the Prime Minister .

Behind these impressive figures are countless silent efforts, drops of sweat, and working days of millions of people across the country. Today's achievements are not only a testament to the strong and close leadership of the Party and Government , but also a vivid symbol of compatriot love, of the tradition of "helping each other", "loving others as you love yourself" - which has shaped the Vietnamese national identity for thousands of years.

Each roof - a gift, a soldier's heart

With the spirit of "the army and the people are like fish and water", the Ministry of National Defense has pioneered the movement to eliminate temporary and dilapidated houses with many creative and practical models, deeply demonstrating the affection and responsibility of Uncle Ho's soldiers towards the people.

From the beginning, the Ministry of National Defense directed the entire army to launch a wide-ranging emulation campaign, assigning specific targets to each unit, with the view that each new roof is a meaningful gift, a living proof of the close relationship between the army and the people. Many typical models have been effectively implemented such as: "Militia Tet" of Military Region 9, "Soldier Uniform Builders' Team" of the Border Guard, "Comradely Love House" (Military Region 5), "Free Labor Day", "Charity House Building Team", "Houses for Border Women", etc., helping thousands of poor households have stable and safe housing.

In particular, the Ministry of National Defense has also established special working groups and promoted the role of "united households", coordinating with village elders and prestigious people to propagate, mobilize, and support from materials, labor to working days. Some officials even "lend their age" according to local customs to help people meet the conditions to build new homes.

Ministry of Public Security: Deployment from data to heart

The People's Public Security Force has approached the Program to eliminate temporary and dilapidated houses in a systematic and scientific manner, effectively combining the application of modern technology and closely following real life.

The Ministry of Public Security proactively exploits the national population database to review and accurately identify households with real housing difficulties, thereby prioritizing support for the right people and needs. All work is carried out according to the principle of "clear people, clear work, clear completion time", with detailed weekly plans, clear assignment of responsibilities, and specialized units to regularly inspect and monitor to ensure progress and quality.

In particular, the Ministry also directed local police to actively coordinate with local authorities to remove obstacles in granting land use right certificates - a key step to help people have full legal conditions to build houses, realizing their dream of settling down and having a career.

Coordinate synchronously, closely follow each household

Gia Lai (formerly Binh Dinh) is one of the typical localities in implementing the Program to eliminate temporary and dilapidated houses, with a drastic, thorough and effective approach following the motto "close to the people, close to the work".

The province has developed a specific implementation plan for each week and month, divided into phases, assigned detailed targets to each household and assigned implementation responsibilities to each local organization, association and armed force.

A prominent model is the assignment of village and neighborhood Party cells to monitor progress and mobilize socialized funds - not only supporting households under the policy, but also expanding assistance to cases outside the program, clearly demonstrating the spirit of mutual love and support, leaving no one behind.

In particular, the simultaneous organization of groundbreaking ceremonies throughout the province has created a strong communication effect, arousing the sense of responsibility of the entire political system, while spreading a spirit of competition among cadres, civil servants and people throughout the province.

Kien Giang: Focus on removing land bottlenecks

Determined to complete the goal of eliminating 9,082 temporary and dilapidated houses, Kien Giang province has implemented many synchronous solutions, notably thoroughly resolving the issue of residential land - an important foundation for people to be able to build stable and legal houses.

The local government has combined propaganda and mobilization of families, clans, and communities to be willing to share and give up land to households without legal land, creating high consensus and profound humanity.

In particular, the province has effectively promoted the coordination model between military and police forces and local authorities directly participating in housing construction, from transporting materials, contributing labor to completing construction, contributing to bringing solid homes to people in difficulty.

In Lao Cai, the spirit of "unity - unity" has become the guiding principle in implementing the Program to eliminate temporary and dilapidated houses, creating a widespread community strength. Right from the launching ceremony, the province combined the groundbreaking ceremony with propaganda, strongly conveying the humane message of mutual love and support, "leaving no one behind".

Prestigious people in the community such as village chiefs, village elders, and front officials are promoted to play the role of bridge, directly going to each household to mobilize and remove psychological barriers - especially concerns about "conflicting ages" when starting to build a house.

In particular, the "Work Exchange Group" model has been effective when people voluntarily support each other by exchanging work days, contributing skills, materials and trust, creating a strong network of mutual support within the community.

Vinh Long (formerly Ben Tre): Modernizing leadership work

In Vinh Long, the program to eliminate temporary and dilapidated houses has been implemented synchronously and creatively with many effective models, creating a clear mark throughout the province.

In the spirit of close direction, Party committees and authorities at all levels proactively take a step ahead in consulting, issuing complete guidance documents, creating a unified legal corridor. The application of information technology in management and operation is considered a breakthrough to help improve implementation efficiency.

Many models such as "A day of picnics to help people", "Listen to people, make people believe" along with more than 200 youth volunteer teams with at least 15 members and youths on duty at communes, wards and towns in the province to support working days have maximized the youth's strength, contributing to building spacious and sustainable homes for people in difficulty.

The harmonious combination of political determination and people's consensus has created a strong internal resource. Thanks to that, the locality has eliminated 14,738 temporary houses - an impressive number.

Special models in localities

In the journey of joining hands to eliminate temporary and dilapidated houses, many other localities across the country have implemented creative models, strongly spreading the spirit of mutual love and community responsibility.

In Da Nang, the total mobilization model in Tra Don commune (former Nam Tra My district) is a typical bright spot. With the motto "people know, people discuss, people do, people check, people benefit", the locality organized more than 10 meetings to propagate and create broad consensus. As a result, 92% of households proactively registered to participate; beneficiaries were publicized, transparent, ensuring the right people, right needs. The commune also mobilized nearly 3,000 working days from people and more than 1.1 billion VND from socialized sources.

In Lai Chau, focusing on solving difficulties in land is a key factor in building sustainable housing. Working groups directly review and support the issuance of land use right certificates to people, especially ethnic minorities. At the same time, "Community Building Teams" not only help people build houses but also train local construction workers, creating a sustainable human resource.

In Can Tho, the role of the whole society has been promoted with a series of practical models: "Religion participates in housing construction", "Volunteer Farmer Team", "Youth Shock Brigade", "Women save - support livelihoods"... Each model is a link contributing to connecting resources, human resources, and material resources in the community.

In Nghe An, with the strong direction from the Provincial Party Committee and the Steering Committee, the whole province strives to complete the program before July 31, 2025. Tuong Duong district (old) - where the housing demand is the highest in the province - has launched a "90-day, night" campaign to build 1,632 houses, reaching 100% of the target. New approaches such as the simultaneous groundbreaking in Quy Hop district (old), or the "turnkey" model in Que Phong (old), where the government takes responsibility for recording material debts, hiring workers, and helping people just move in, have demonstrated flexibility and humanity in organization and implementation.

Strength from the people, intelligence from the organization

The program to eliminate temporary and dilapidated houses is not only a social security policy, but also a convergence of organizational intelligence and deep humanity. Through hundreds of models across provinces and cities, it can be clearly seen that creativity in the way of doing things, consensus in action and compassion spreading in each brick, each drop of sweat have created a miracle.

That journey not only built houses, but also built a united – humane – sustainably developed Vietnam, moving into a new era of development. And that journey is still continuing, with the warm hearts and determined minds of millions of people across the S-shaped strip of land.

The Conference to Summarize the Program to Launch Support for Eliminating Temporary and Dilapidated Houses Nationwide is scheduled to be held on the morning of Tuesday, August 26, 2025 in Hanoi. The event has special significance, marking the conclusion of an unprecedentedly large-scale social security program, demonstrating the profound humanitarian spirit and the synchronous and responsible participation of the entire political system in caring for people's lives.

According to data compiled from 34 provinces and cities after the merger, as of August 20, 2025, 100% of localities have completed the housing support target for people with a total of 334,234 units, of which 255,310 units were newly built and 78,924 units were repaired. The total budget for the program is estimated at VND 24,761.596 billion. Notably, the program has mobilized 2,738,754 working days with 454,318 people directly participating in supporting the construction and repair of houses nationwide.
