The above request was assigned by the Deputy Prime Minister at a meeting of the National Steering Committee on ODA and preferential loans, held at the Government Headquarters on the afternoon of April 13.
The new draft Decree must clarify the contents on decentralization, delegation of authority, reduction of administrative procedures, and clear responsibilities to facilitate monitoring, urging, and evaluation, the Deputy Prime Minister noted.
The Deputy Prime Minister also assigned the Ministry of Finance to coordinate with relevant ministries and branches to specifically review the remaining problems in the laws on public investment, public debt management, and state budget related to the management and use of ODA and preferential loans to propose amendments to the Government and the National Assembly.
The Ministry of Finance shall coordinate with ministries, sectors, localities and donors to promptly update the difficulties and obstacles in the preparation, approval and implementation of projects using ODA capital and foreign preferential loans and propose specific solutions; carefully prepare the content of the meeting between the Deputy Prime Minister and donors scheduled to take place in early May.
The Ministry of Foreign Affairs reviews obstacles, especially procedures in the Law on International Treaties, to submit to the National Assembly to amend this law at the session at the end of 2025.
Regarding the consolidation of the Steering Committee, the Deputy Prime Minister assigned the Ministry of Finance to preside over and coordinate with relevant agencies to synthesize and submit to the Prime Minister a plan to consolidate the Steering Committee before April 18, including adding a member of the Steering Committee who is a leader of the Ministry of Justice.

The Deputy Prime Minister emphasized that to achieve the growth target of 8% or more by 2025 and double-digit growth in the next period, it is necessary to mobilize all resources for development, including taking advantage of external resources, especially in industries and fields where Vietnam does not have enough resources and scientific and technological capacity to deploy.
In the new development stage, there needs to be new approaches, especially improving processes and speeding up progress to increase the efficiency of ODA and preferential loans, avoiding prolonged implementation, causing loss and waste of resources and time, the Deputy Prime Minister said./.
