According to the design, Phan Dinh Phung Stadium (No. 8 Vo Van Tan Street, District 3, Ho Chi Minh City) has 7 floors above ground, 3 basements, located on a land area of over 14,400 m2 including the main stadium and a multi-purpose training area. The highlight of this stadium is that it has a capacity of 4,000 seats, meeting the standards for organizing indoor sports tournaments. This project is implemented in the form of public-private partnership, BT (build-transfer) contract. In 2010, the Prime Minister agreed to allow Ho Chi Minh City to sell houses and land at 257 Tran Hung Dao (District 1) to pay for the project, the total investment of the project at this time is 988 billion VND.
Phan Dinh Phung Stadium project is located on a land with 4 street frontages: Vo Van Tan - Nam Ky Khoi Nghia - Nguyen Dinh Chieu - Pasteur (District 3, Ho Chi Minh City)
By 2013, the project investment capital increased to 1,352.7 billion VND, the Ho Chi Minh City People's Committee requested to add an additional land plot at 3-3 bis Phan Van Dat (District 1) to pay the investor. In 2016, the project investment capital increased to 1,953 billion VND, double the original. In 2017, Phan Dinh Phung Stadium was demolished. After that, the project investor constructed test piles and static pile tests and then stopped until now.
In the concluding announcement, Mr. Phan Van Mai assigned the Department of Planning and Investment to complete the report, advise, and draft a submission from the Ho Chi Minh City People's Committee to report to the Party Committee of the Ho Chi Minh City People's Committee on stopping project investment in the form of public-private partnership and switching to public investment.
The Department of Culture and Sports of Ho Chi Minh City presides over and coordinates with the Department of Finance, the Department of Construction and related units to review the legal basis, review the work that the investor has done, determine reasonable costs, in accordance with regulations to serve as a basis for negotiation, discussion, and agreement with the investor on a final handling direction according to the principles of reasonableness, harmony, and in accordance with regulations.
The project investor has been conducting pile testing and static pile testing since 2017 and has stopped until now.
Chairman of the Ho Chi Minh City People's Committee Phan Van Mai also assigned the Department of Culture and Sports to be the agency responsible for preparing investment for the Phan Dinh Phung Stadium project under the public investment method. The Department of Culture and Sports must urgently organize the preparation of a dossier proposing the project investment policy in accordance with the prescribed procedures; complete before July 2024 to submit to the Ho Chi Minh City People's Council for approval of the project investment policy.
The Department of Planning and Investment advises the Ho Chi Minh City People's Committee on capital sources, capital balancing capabilities and capital allocation for the project in the 2021-2025 period; strives to complete investment procedures and start construction of the Phan Dinh Phung Stadium project before April 30, 2025 to be one of the typical projects to celebrate the 50th anniversary of national reunification.
