At 7:00 a.m. on November 7, the center of storm Yinxing was located in the sea northeast of Luzon Island, with the strongest wind speed at level 15 (167-183 km/h), gusting over level 17. When storm Yinxing enters the East Sea, it will become storm number 7 in 2024.
According to the National Center for Hydro-Meteorological Forecasting, at 7:00 a.m. on November 7, the center of storm Yinxing was located at about 18.5 degrees North latitude; 123.1 degrees East longitude, in the sea northeast of Luzon Island (Philippines). The strongest wind near the center of the storm is level 15 (167-183 km/h), gusting to level 17. Moving in the West Northwest direction, speed 5-10 km/h.

In the next 72-120 hours, storm Yinxing is likely to change direction to move southwest, traveling 10-15km per hour, and its intensity will continue to weaken.
The storm will cause strong winds and big waves at sea: The sea area to the east of the North East Sea will have strong winds of level 6-7. From tonight, it will increase to level 8-10, near the storm's eye it will be level 12-14, gusting to level 16, waves 4-6m high, near the eye it will be 6-8m; the sea will be very rough.
Ships operating in the above mentioned dangerous areas are susceptible to the effects of storms, whirlwinds, strong winds and large waves.
The Ministry of Agriculture and Rural Development has issued a telegram on responding to storm Yinxing near the East Sea. The Minister of Agriculture and Rural Development requested ministries, branches, and Chairmen of People's Committees of coastal provinces and cities from Quang Ninh to Binh Thuan to:
Firstly, closely monitor the storm's developments; manage means of transport going out to sea; organize the counting of ships and boats; notify owners of means of transport and captains of ships and boats operating at sea of the location, direction of movement and developments of the storm so that they can proactively avoid, escape or not move into dangerous areas.
Second, the provinces in the Central region urgently overcome the consequences of recent floods.
Check measures to ensure safety of reservoirs and downstream areas; proactively operate reservoirs to ensure flood capacity according to regulations and be ready to handle possible situations.
Third, be ready with forces and means for rescue when required.
Fourth, ministries and branches, according to their functions, state management tasks and assigned tasks, proactively direct and coordinate with localities to review plans, prepare forces, means and resources to deploy to ensure safety and effectiveness in the face of storms and floods.
Fifth, Vietnam Television, Voice of Vietnam, Vietnam News Agency, the coastal information station system and mass media agencies from central to local levels must strengthen measures to inform authorities and people about developments of storms and heavy rains so that they can proactively prevent and respond promptly and effectively.
Sixth, be on duty seriously (24/7), regularly report to the Ministry of Agriculture and Rural Development (through the Department of Dyke Management and Disaster Prevention and Control).
