At the meeting, comrade Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee discussed and shared with the delegation of the Training Class for potential cadres of the Bac Giang Provincial Party Committee about Party building work, the political system, the socio-economic development situation of Nghe An province from the beginning of the 2020-2025 term to present and the creative and effective ways of the province.

Implementing the Resolution of the 19th Provincial Party Congress, Nghe An province has achieved quite comprehensive achievements in all aspects. 28/35 targets have been achieved, exceeded and expected to be achieved, 7 targets continue to be strived for. Investment attraction is a bright spot, continuing to be in the Top 10 of the country in attracting FDI, reaching nearly 1.3 billion USD in the first 9 months of 2023.

Notably, despite the difficult context, the economy maintained a fairly high growth rate and was higher than the national average; the growth rate of the province's gross regional domestic product (GRDP) in 2021 increased by 6.13%; in 2022, it increased by 8.78%; in the first 6 months of 2023, it is estimated to reach 5.79%.

Social security, hunger eradication and poverty reduction work has always been of interest. In particular, the Program to support the construction and repair of houses for the poor and people with difficult housing circumstances in the province in the period of 2023 - 2025 has so far supported 5,159 households with houses.

In Party building and the political system, Nghe An has well implemented the Resolutions of the 13th Party Central Committee; Innovated and improved the effectiveness of propaganda and mobilization work; Skillfully implemented mass mobilization and grassroots democracy regulations.

At the same time, innovate and improve the quality and effectiveness of the work of detecting, planning, fostering, training cadres, finding good cadres through working time; Innovate and improve the quality and effectiveness of inspection and supervision work with focus and key points; Promote the role and responsibility of setting examples of cadres and party members.

Nghe An province has promoted administrative reform, innovated leadership style, working methods, and working manners of Party and government leadership agencies at all levels; paid attention to and developed socio-political organizations such as the Youth Union, Veterans Association, and Provincial Farmers' Association, etc.

Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu said that from the practical leadership and direction of organizing the implementation of political tasks in the past time, Nghe An province has drawn 5 lessons of experience.

In particular, pay special attention to maintaining solidarity, unity and ensuring the principle of democratic centralism in the leadership and direction of Party committees, creating consensus in the political system and the support of the people. Implement well the information, exchange and coordination mechanism to effectively handle issues arising in practice. Seriously overcome and correct limitations and shortcomings.

Nghe An also maximizes its potentials, advantages, and internal resources; seeks support and assistance from central ministries and branches; proactively connects and cooperates with other provinces, organizations, and domestic and foreign enterprises, effectively attracting resources for socio-economic development.

The province always closely follows the policies of the Central Committee, the Politburo, the Secretariat, the National Assembly and the direction and administration of the Government, the Prime Minister, central ministries and branches; proactively and persistently proposes and recommends to the Central Committee mechanisms and policies to implement the identified orientations and goals; promotes the flexibility and creativity of all levels and branches in organizing the implementation of tasks.

The province directs all levels to comprehensively deploy tasks in all fields; at the same time, select key points, key points, and breakthroughs to prioritize resource allocation and focus on leadership and direction to create clear changes in implementation.

Nghe An province also does a good job in personnel work, promoting the responsibility, pioneering and exemplary role of cadres and party members, especially leaders. It focuses on inspection and supervision of the implementation of tasks at all levels and sectors; promotes the supervisory and critical functions of the Fatherland Front, socio-political organizations and the people.

Regarding the socio-economic situation of Bac Giang province since the beginning of the term, Deputy Head of the Standing Committee of the Provincial Party Committee's Organization Board Ngo Van Nam said that the province's economic growth has maintained a high rate, always being among the top provinces in the country every year; the average for the period 2021 - 2023 is estimated at 14%/year. The economic scale in 2023 is expected to reach over 180,000 billion VND, rising to 12th place in the country.

High growth has significantly narrowed the GRDP per capita index compared to the whole country, estimated to reach 3,900 USD/person/year in 2023. Investment attraction, especially foreign investment, of Bac Giang is always among the leading groups in the country. From 2021 to June 30, 2023, Bac Giang attracted nearly 4.2 billion USD of FDI capital.

At the working session, members of the Bac Giang province class hoped that Nghe An province would exchange experiences in training and fostering cadres, developing party members; leadership, direction, and state management of environmental protection, especially waste collection and treatment in rural areas; foreign affairs, ensuring national defense and security; building houses for poor and near-poor households;

The class members also asked the province to share about training and improving the quality of human resources; support mechanisms and policies for agriculture, farmers and rural areas, especially in building OCOP products; the process of building and proposing Resolution No. 39 of the Politburo...
