On April 4, the Vietnam Institute of Educational Sciences held a consultation workshop on "Report on the influence of teachers on students' learning outcomes".
The workshop was attended by representatives of units under the Ministry of Education and Training (MOET), representatives of the United Nations Children's Fund - UNICEF Vietnam, and domestic and foreign experts and scientists.

Speaking at the workshop, Director of the Vietnam Institute of Educational Sciences Le Anh Vinh emphasized: In the innovation of education and training, the teaching staff plays a pioneering role in innovation, which is also the central factor of education quality. This is proven through research, teaching practices and industry databases.
In particular, for the report on the impact of teachers on students' learning outcomes, the industry database plays an important role. "Data is not only for management and counting but also for exploitation and use in reporting, research and development," said Director Le Anh Vinh.
Professor Le Anh Vinh also noted that the use and exploitation of data must be done with extreme caution and in addition to quantitative research, consultation with experts is required. Therefore, in the initial report, the workshop hopes that experts, with their practical experience, will have realistic assessments and analyses to complete the report and propose more appropriate policies in the future.

Referring to the important role of industry databases, Deputy Director of the Department of Science, Technology and Information (Ministry of Education and Training) To Hong Nam commented: Reports and proposals that are not based on databases will be very unconvincing. Therefore, input data must meet the criteria of being correct, sufficient, clean, alive, and ensuring accuracy. This requires entities to determine their responsibilities in providing, using, and exploiting data during the process of conducting research and reporting.
Sharing at the workshop, Ms. Tara O'Connell, Head of Education Program, Unicef Vietnam said: Unicef's focus is that every child has the right to learn and is empowered to develop to their fullest potential, towards equitable and quality education. One of the solutions Unicef implements to make policies more practical and effective is to exploit the sector database.

Data Must Speak is an initiative to improve educational equity and quality through the increased use of education data. The goal is to improve evidence-based education policymaking .
Started in 2014, operating in 19 countries at various stages of implementation. The research is co-created and implemented with the countries' Ministries of Education using a "learning by doing" approach.
In Vietnam, the Ministry of Education and Training has built a database and used it in many fields. This is considered a tool to monitor the industry and also the basis for research, reports and proposals. Therefore, to develop education, it is necessary to rely on the database combined with consultation and research to propose policies and adjustments in education to aim for positive changes in teachers and promote the learning process in students.
Experts report research results on teachers' influence on students' learning outcomes
Identifying the advantages of industry databases over survey data in that they are large in scale and allow for disaggregation for in-depth study of certain groups such as students with disabilities and ethnic minority students , which are collected frequently , the experts adopted the econometric analysis based on industry data to study the relationship between teacher characteristics and learning outcomes of Vietnamese students.
At the workshop, experts and scientists discussed, commented and proposed issues related to the use of industry databases surrounding the influence of teachers on students' learning outcomes.
