Throughout its leadership, with the view that the revolutionary cause is the cause of the masses, the Party has always identified mass mobilization work as a task of strategic significance for the entire revolutionary cause, an important condition to ensure the Party's leadership and strengthen the close relationship between the Party and the People. One of the important lessons that has contributed to great achievements throughout history is the lesson of "Taking the people as the root", promoting the role of mastery, creativity and resources of the People in the cause of building and defending the country. This is a consistent thought that has contributed to the Party's revolutionary cause, overcoming all difficulties and achieving many victories. The Party's mass mobilization work in each revolutionary period has different contents and methods, but all aim at the important goal of strengthening the close relationship between the Party and the People, firmly consolidating the People's trust in the Party; mobilize and widely attract all classes of people, arouse patriotism, promote the strength of the great national unity bloc for the process of national development.

Over the past 5 years of implementing the Resolution of the 14th Provincial Party Congress, the mass mobilization work of the provincial political system has had many innovations in the direction of creating high consensus among the people; leading and directing the mass mobilization work to promote the combined strength of the political system to solve difficult and complicated problems arising in practice; researching, thoroughly grasping and promulgating directives and resolutions in the direction of promoting democracy, originating from the interests of the people; direct dialogue with the people by the heads of organizations and agencies in the political system to resolve concerns and recommendations; innovating the content and methods of launching patriotic emulation movements... Thereby, it has contributed to effectively implementing the mechanism of "Party leadership, State management, People as masters", consolidating the close relationship between the Party, government and people, promoting the strength of great national unity, contributing to the completion of the political tasks of the province.

The mass mobilization work of the political system in the past time has focused on the key tasks of the province, the difficult and complicated tasks arising from the actual leadership and direction, creating consensus among the people in implementing the major policies of the province. Every year, the Provincial Party Committee has led and directed through the promulgation of many policies originating from the interests of the people, close to life, meeting the requirements of the innovation tasks in the current period; paying attention to leading and promptly concretizing the Party's viewpoints and guidelines into legal documents for implementation; administrative reform work has been innovated in the direction of creating favorable conditions for people to access public administrative services. Up to now, public administrative service centers at the provincial and district levels have been established, handling 100% of administrative procedures according to the principle of "Receiving, appraising and approving on the spot" to ensure convenience, publicity, transparency and satisfaction of people and businesses; Cadres and party members have more awareness and responsibility in correcting their working style, lifestyle, spirit and attitude in serving the people; promoting the people's right to mastery, creating positive changes in the awareness of cadres, party members, civil servants and public employees in localities and units about implementing the grassroots democracy regulations.

Promoting the strength of the great national unity bloc through the activities of the Fatherland Front and people's organizations, creating conditions for all classes of people to promote their mastery, contributing to Party building and building a clean and strong government. The Fatherland Front and organizations have made many innovations in their methods of operation and ways of organizing and gathering union members. Activities are carried out in a practical and specific direction, through promoting the implementation of social supervision and criticism, Party building and government building. Notably, the work of social supervision and criticism, giving opinions on Party building and government building, with specialized contents suitable to the practical situation; strengthening people's diplomacy; innovating content, diversifying methods, improving the quality and effectiveness of propaganda work through the application of digital transformation information technology, electronic information pages, newsletters of agencies, units, social networks (Facebook Fanpage community pages, Zalo groups, etc.); mobilize, gather, build and promote the role of core forces among ethnic and religious compatriots, in mobilizing believers and people to participate in patriotic emulation movements and campaigns. Over the past 5 years, the Fatherland Front and socio-political organizations have conducted over 450 monitoring sessions, 124 counter-arguments, coordinated the organization of 440 dialogues between government leaders and the people; organized 283 conferences to solicit people's opinions on draft laws, documents and regulations on policies related to people's lives; improved the quality of grassroots campaigns and emulation movements, created high consensus among the people, and reduced overlap in activities. Many campaigns and emulation movements have created a vibrant and widespread atmosphere, attracting a large number of people such as the Campaign "All people unite to build a cultural life in residential areas", "Building a family of 5 no, 3 clean"; Emulation movements "Good workers, creative workers", "Lighting up the countryside roads", "Accompanying young people to establish a career"; etc. Mass organizations have actively propagated the Party's guidelines, the State's laws and policies and fully implemented social security policies; built and launched many movements that attracted a large number of people and organizations to participate, contributing to building the great national unity bloc, building a clean and strong Party and political system. In particular, during the COVID-19 period, the Fatherland Front and socio-political organizations have called for over 90 billion VND to support 1,829 poor households affected by the COVID-19 epidemic in the province; concerned with supporting the construction of 1,108 new Great Solidarity houses and repairing 61 houses for poor households, with a total amount of over 42.8 billion VND; supporting the construction of over 50 Trade Union Shelter houses; 49 Teammate houses; supporting medical examination and treatment and buying health insurance cards for people in near-poor households, multidimensional poor households with no shortage of health insurance, supporting sudden difficulties, supporting economic development with a total amount of over 14 billion VND.

Promoting the role of the political system in grasping the aspirations, recommendations and concerns of the people; the method of grasping and reflecting the people's situation has many improvements; many matters have been directed to be resolved promptly. Thereby, creating more cohesion between the Party committees and authorities at all levels and the people in the province. Expanding forms of dialogue, listening to opinions, clearly demonstrating responsibility, promoting the direct mastery of the people in giving opinions on socio-economic development. Many difficult and complicated cases have been directly dialogued by provincial leaders and heads of organizations in the provincial political system to mobilize people to agree, stick to and resolve the cases to the end; during the past term, administrative agencies at all levels received 14,894 citizens out of 7,261 people coming to complain, denounce, reflect and make recommendations; resolving 1,026 complaints and denunciations, thereby reducing the number of prolonged lawsuits.

Campaigns and patriotic emulation movements have been directed with attention, with many practical contents, forms, and measures, achieving clear results, contributing to the completion of the province's political tasks. The organization of emulation movements has many innovations, in the direction of clearly defining people and tasks, reducing overlap, creating a positive and exciting emulation atmosphere among groups and individuals, contributing to creating positive changes in economic and social development, maintaining and ensuring national defense and security. The emulation movement "Skillful mass mobilization" has spread to all areas of social life, especially in the construction of new rural areas. Thousands of square meters of land, tens of thousands of working days, with a value of billions of dong, have been voluntarily donated by the people to build roads and public works, creating a combined strength, strongly promoting the people's ownership, positivity and initiative, contributing positively to poverty reduction, caring for material and spiritual life, preserving and promoting national cultural identity, eliminating backward customs, forming a civilized lifestyle, solving difficult and pressing problems for the people. Some outstanding models and examples include "Skillful mobilization of farmers to apply environmentally friendly rice cultivation techniques", "Skillful mobilization of people to preserve and build a green-clean-beautiful environmental landscape"; “Skillfully mobilize clans to self-manage “security, order, traffic safety and fire prevention” in ethnic minority areas”, “Skillfully mobilize people to light up the country roads”,…

However, with the requirements and political tasks in the new situation, mass mobilization work also has limitations, such as: forecasting the situation among the people and grasping public opinion is not accurate and timely; the work of advising the Party Committee on some matters is not proactive. The strength of the great national unity bloc has not been promoted properly; mass mobilization work in Party building and government building has not been given due importance. There are still a number of cadres, Party members, civil servants and public employees who do not have a correct and full awareness of the position and role of mass mobilization work; have not linked the implementation of "Skilled Mass Mobilization" work in performing public duties, and still consider mass mobilization work as the responsibility of cadres of the Mass Mobilization Committee and cadres of the Vietnam Fatherland Front and socio-political organizations. The advisory role of Mass Mobilization, the Front and mass organizations for the Party Committee, although having made many efforts, has not been proactive in some areas, especially not promptly grasping the thoughts, aspirations and legitimate concerns of the people; In addition, the awareness, expertise, skills and advisory capacity of the staff are still limited, and the handling of mass mobilization situations is not timely. The work of propaganda and mobilization of the people has not really gone into substance and depth; some revolutionary movements of the masses are not really deep and widespread, lacking sustainability.

The above limitations have many causes, the main ones being: Some Party committees and authorities have not fully recognized the role and position of mass mobilization work in the new situation; have not considered mass mobilization work as the responsibility of the entire political system; in some places, due to not taking seriously the role of the people as masters, not respecting the need to consult the people, not creating consensus among the people in implementing and constructing social security works and projects, economic development, causing frustration, loss of trust and negative public opinion in recent times.

In the coming years, the world situation will continue to have very rapid, complex and unpredictable developments. The revolutionary cause of our Party and People will face many difficulties and challenges; threats to the independence, sovereignty and strategic interests of the country, especially in the East Sea; non-traditional security issues, climate change, environmental pollution, epidemics, population aging trends; the state of degradation, "self-evolution", "self-transformation" within the Party; fierce resistance and sabotage by hostile forces and reactionary organizations... In that situation, continuing to consolidate and further strengthen the close relationship between the Party and the People becomes more important and urgent. To strengthen the close relationship between the Party and the People in the new situation, it is necessary to implement the following main solutions:

Firstly, innovate and regularly do a good job of propaganda work to raise awareness in the political system and among the people about the role of mass mobilization work in the task of Party building. It is necessary to thoroughly grasp Ho Chi Minh's thought "All government officials, all union officials, ... must be responsible for mass mobilization" and the viewpoint that mass mobilization work belongs to the entire political system according to Resolution 25-NQ/TW of the Party Central Committee. Mass mobilization work must be considered not as the sole work of specialized officials doing mass mobilization work but as the common work of the Party, the State and unions. Each agency and unit, depending on its functions and tasks, determines the appropriate content of mass mobilization work, so that officials and party members understand the thoughts and aspirations of the people, make the people understand, believe in and follow the Party's guidelines and policies, the State's policies and laws; Furthermore, the People also have the responsibility to contribute their opinions to Party and government building, turning those policies and guidelines into actions of the People themselves and for the benefit of the People.

Second, promote the people's mastery in building a clean and strong Party and political system. This is a very important solution, contributing to consolidating and strengthening the close relationship between the Party and the people, and promoting the people's intelligence and strength in the work of building the Party and the State. Therefore, the urgent requirement is to continue to innovate the Party's leadership and governance methods, promote the will and strength of the entire nation, and the unity between the "Party's will" and the "people's heart". In all work, the entire Party, Party organizations, and Party members must always thoroughly grasp and seriously implement the viewpoint that "the people are the root", truly trust, respect, and promote the people's mastery, always put the people at the center, as the subject of the renovation, construction, and defense of the Fatherland. All guidelines and policies of the Party must truly originate from the needs, aspirations, rights, and legitimate interests of the people; Strengthen the close relationship with the People, rely on the People to build the Party; take the happiness and prosperity of the People as the goal to strive for. Cadres and Party members must be "close to the people", "close to the people", "respect the people", always wholeheartedly serve the Fatherland and the People. Only in this way can we firmly consolidate the "people's hearts" position, and strengthen the people's trust in the Party, the State and the socialist regime.

Promote the leadership role of the Party, the management role of the State, the core role of the Vietnam Fatherland Front and socio-political organizations so that the People can be the masters according to the motto: "People know, people discuss, people do, people inspect, people supervise, people benefit"; promote the political and social activism, intelligence, rights and responsibilities of the People in participating in building and rectifying the Party, building a socialist rule-of-law State. At the same time, resolutely fight against manifestations of extreme democracy and formal democracy; promptly and strictly handle organizations and individuals who take advantage of "democracy" to cause internal turmoil, destabilize politics and society or violate democracy, harm the People's mastery, and the close relationship between the Party and the People.

Third, regularly pay attention to and improve the material and spiritual life of the people. This is an important solution, directly contributing to consolidating and strengthening the relationship between the Party and the people; because caring for the material and spiritual life of the people is the mission of the Party, the goal and nature of the socialist regime. Therefore, in the coming time, our province needs to continue to lead and direct the good implementation of social policies, ensure social security and welfare, human security, create strong changes in social development management, implement social progress and justice to improve the quality of life and happiness of the people. Continue to synchronously deploy multidimensional, inclusive and sustainable poverty reduction solutions. Ensure the provision and improvement of access to basic social services for all subjects, especially the poor and vulnerable in society. Building a healthy and civilized cultural and social ethical environment, ensuring labor, employment and income policies, implementing social welfare and social security well, contributing to constantly improving the material and spiritual life of the people.

Fourth, it is necessary to strengthen the role of state agencies in implementing administrative mass mobilization work. People's Committees at all levels need to improve the capacity and effectiveness of state management, implement the democratic regulations at the grassroots level, and promote direct democracy of the community to mobilize people to participate in revolutionary action movements at the local level. Especially in the process of advising, issuing resolutions, legal documents, implementing socio-economic development programs and plans, people's opinions must be sought right from the beginning of implementation to create consensus among the people. At the same time, it is necessary to harmoniously combine mobilization and fostering people's strength in mobilizing participation in patriotic emulation movements.

Periodically, leaders of Party committees and authorities at all levels regularly meet and have direct dialogue with the People, promptly resolve requests, concerns and suggestions of the People; effectively resolve petitions, complaints and denunciations of citizens and complicated mass petitions, not allowing them to linger. Every quarter, Party committees and authorities have a working program with the Front and organizations at the same level; pay attention to creating favorable conditions in terms of funding and facilities for the Front and organizations to operate. Strengthen the responsibility of state agencies and the service attitude of cadres, civil servants and public employees towards the People.

Fifth, promote democracy, step up patriotic emulation movements among the people; innovate the content and methods of operation of the Fatherland Front and socio-political organizations, creating new vitality for the great national unity bloc. Implement well the Grassroots Democracy Regulations, perfect specific and convenient mechanisms for the People to be informed, participate in giving opinions, and monitor the Party's guidelines and policies, the State's policies and laws. Expand and facilitate self-management activities of the People such as the People's Inspection Committee, Community Investment Supervision Committee, grassroots mediation teams, etc. Improve the quality of campaigns and patriotic emulation movements in a practical direction; diversify forms of gathering the People, strongly orienting activities to the grassroots level; build a coordination mechanism between the government, agencies, organizations with the Fatherland Front and socio-political organizations at all levels. Create real changes in the content and methods of operation of the Vietnam Fatherland Front and socio-political organizations and mass organizations. Innovate the way of grasping the situation of the people, promptly assessing and forecasting developments among the people; do a good job of advising and coordinating the handling of issues arising in social life. Effectively perform the role of representing, caring for and protecting the legitimate rights and interests of the people in association with the work of developing union members and improving the quality of activities of organizations. Supervision activities are directed towards issues closely related to and urgent for the people; proactively and innovatively respond through promoting the advisory role of experts and opinions of the people; effectively implement Regulation No. 124-QD/TW of the Secretariat on supervising the cultivation and training of ethics and lifestyle of leaders, key officials and cadres and party members.

Sixth, focus on inspection and supervision of the implementation of mass mobilization work. Inspection and supervision work needs to focus on grasping the results of the implementation of mass mobilization work, including institutionalizing the Party's viewpoints and policies on mass mobilization work; implementing the mass mobilization work regulations of the political system according to Resolution 25-NQ/TW and Decision 23-QD/TW of the Politburo on "Regulations on mass mobilization work of the political system". Carry out well the reception of citizens, strengthen dialogue, pay attention to resolving the people's legitimate and legitimate petitions and aspirations, resolve petitions, complaints and denunciations, and prevent the emergence of "hot spots" and complicated and prolonged cases. Strengthen inspection and supervision of the training of public ethics, quality of service to the people; sense of responsibility in performing mass mobilization work, friendliness, closeness to the people, respect for the people and for the people. At the same time, resolutely fight against and strictly handle manifestations of being distant from the people, insensitive, authoritarian, arrogant and violating discipline in relations with the people, in order to strengthen the people's trust in the Party, the regime and Party committees and authorities at all levels.

Seventh, pay attention to building and consolidating the organizational apparatus, the staff of cadres doing mass mobilization work, the Fatherland Front and socio-political organizations with capacity and ethics, practical experience, and skills in mass mobilization work; carry out well the work of planning, training, fostering, rotating, and arranging cadres doing mass mobilization work. Focus on fostering and training in mass mobilization work, receiving people, dialogue, handling situations in relations with people... to improve professional skills, spirit, attitude, and awareness of serving the people.
