BTO-The Provincial People's Committee received Official Dispatch No. 553 dated December 4, 2024 of the Party Committee of the Ministry of Agriculture and Rural Development on implementing urgent tasks to combat illegal fishing (IUU). The Chairman of the Provincial People's Committee gave instructions on a number of contents.
Accordingly, the Department of Agriculture and Rural Development - Standing Committee of the Provincial Steering Committee, relevant agencies (Provincial Border Guard Command, Provincial Police, Fisheries Sub-Department, Provincial Fishing Port Management Board) and People's Committees of coastal districts, towns and cities are requested to urgently review and seriously and fully implement the tasks according to the specific instructions of the Party Committee of the Ministry of Agriculture and Rural Development.
It is known that, implementing Directive No. 32 of the Secretariat on strengthening the Party's leadership in combating IUU fishing and sustainable development of the fisheries sector; Resolution No. 52 of the Government; Official Dispatch No. 111 of the Prime Minister on focusing on implementing urgent tasks and solutions, focusing on combating IUU fishing and preparing to welcome and work with the 5th Inspection Delegation of the European Commission (EC), the Party Committee of the Ministry of Agriculture and Rural Development has issued an official dispatch requesting the Secretary of the Provincial Party Committee and Chairman of the People's Committee of Binh Thuan province to focus on leading and directing the implementation of a number of contents. Continue to seriously and fully implement the contents in Official Dispatch No. 497 dated October 10, 2024 of the Party Committee of the Ministry of Agriculture and Rural Development.
Concentrate resources to carry out the following urgent tasks: Completely handle the number of 420 "3 no" fishing vessels as required in Official Dispatch No. 111 of the Prime Minister. Organize a review and clearly assess the reasons for not completing before November 20, 2024 according to the direction of the Prime Minister to have appropriate measures to thoroughly handle "3 no" fishing vessels in the locality.
In addition, review, verify, and thoroughly handle fishing vessels that do not maintain the transmission of information from the vessel's journey monitoring device to the vessel monitoring system according to the provisions of Decree No. 38/2024/ND-CP, which stipulates administrative sanctions for violations in the fisheries sector, especially for cases of repeated violations. Strictly control the transfer of aquatic products at sea, strictly handle fishing vessels that violate illegal fishing practices, transfer aquatic products at sea, or do not enter designated fishing ports to unload products according to regulations.
I request that you direct effective and practical implementation so as not to affect the common efforts of the whole country; report the implementation results to the Ministry of Agriculture and Rural Development before December 20, 2024 for synthesis and reporting to the National Steering Committee on IUU.
