Strengthening anti-high-tech cheating in graduation exams

The Prime Minister requested the police and education sectors to strengthen the prevention of high-tech cheating in the 2023 high school graduation exam.

In the directive dated May 29 on strengthening direction and coordination in organizing the high school graduation exam and university and vocational education entrance exam in 2023, Prime Minister Pham Minh Chinh requested the Ministry of Education and Training to fully and promptly issue instructions and plans for organizing the exam and admission; ensuring that the exam questions are absolutely safe and accurate.

The Ministry of Education and Training needs to promote the application of information technology to serve the organization of exams. The Ministry of Public Security is assigned to coordinate with this Ministry and localities to ensure security, safety, and effectively prevent the use of high technology for cheating.

This request was made based on the fact that in recent years, cheating using high-tech devices has become increasingly sophisticated and complicated. In last year's exam, many localities shared that even though exam supervisors were trained, they still had difficulty detecting sophisticated cheating.

A representative of the Ministry of Public Security at the time said that these concerns were well-founded because the situation of buying and selling recording devices still existed. In 2021, the police discovered a high-tech fraud case with a variety of devices and sophisticated tricks, arresting 23 people.

In addition, the Prime Minister requested provinces and cities to have plans to organize the exam in harsh weather conditions. Localities should create favorable conditions for travel and accommodation for candidates in difficult circumstances and in remote areas.

This year’s high school graduation exam took place over two days, June 28-29, with more than one million candidates participating. Grade 12 students took four exams, including Math, Literature, Foreign Language, and chose one of two combined exams: Natural Sciences (Physics, Chemistry, Biology), Social Sciences (History, Geography, Civic Education for general education; or History, Geography for continuing education).
