(Dan Tri) - The Ministry of Home Affairs has requested localities to temporarily suspend the settlement of benefits for officials who are not re-elected or re-appointed for their term at Party, State agencies, and socio-political organizations when they retire from work, from March 5.
The Ministry of Home Affairs has just issued Official Dispatch No. 079/BNV-CCVC, giving opinions on the regime and policies for cadres and civil servants who are not re-elected or re-appointed at party congresses at all levels.
The document stated that, implementing Directive No. 35-CT/TW dated June 14, 2024 of the Politburo on organizing party congresses at all levels, towards the 14th National Party Congress, the Government issued Decree No. 177/2024/ND-CP dated December 31, 2024, stipulating the regime and policies for cadres who are not re-elected, not re-appointed, and cadres who resign or retire at will.

However, on February 28, the Politburo and the Secretariat issued Conclusion No. 127-KL/TW on the implementation of research and proposals to continue to reorganize the apparatus of the political system. Notably, Clause 7, Section II of this conclusion clearly states: "Temporarily suspend the organization of party congresses at the commune and district levels; after the 11th Conference of the Party Central Committee, the Politburo will have specific instructions and guidance".
On that basis, along with the request of a number of localities, the Ministry of Home Affairs requested that from March 5, agencies, organizations and units temporarily not implement the settlement of regimes and policies for commune-level and district-level cadres and civil servants within the scope of Decree No. 177/2024/ND-CP.
For cases that have been decided by competent authorities to enjoy the regime and policies according to Decree 177 before March 5, these benefits will remain unchanged.
The Ministry of Home Affairs requests that provincial and municipal Party Committees and People's Committees of centrally-run provinces and cities direct their affiliated agencies, organizations and units to strictly implement the instructions.
