Pursuant to the Law on Education 2019 and the direction of the Prime Minister, the Ministry of Education and Training (MOET) issued Circular 29/2024/TT-BGDDT dated December 30, 2024 regulating extra teaching and learning (Circular 29). Circular 29 takes effect from February 14, 2025.

Information about the results after 1 month of implementing Circular 29, on the afternoon of March 14, the Ministry of Education and Training said that through inspection and reporting by localities, it showed that the issuance of documents guiding the implementation of Circular 29 was implemented by localities early, before or immediately after the circular took effect.

The Departments of Education and Training have directed schools to review and adjust their educational plans, focusing on solutions to continue implementing for 12th graders to review for high school graduation exams, 9th graders to review for entrance exams if they wish according to the regulations of the circular; directed to strengthen the management of teaching 2 sessions/day at educational institutions according to the instructions of the Ministry of Education and Training.

According to the Ministry of Education and Training, the Departments of Education and Training have coordinated with the Department of Finance to research and propose to the Provincial People's Committees to provide appropriate funding support for educational institutions to organize review and training for students whose final semester subject results are not satisfactory, and to train excellent students and final year students, contributing to improving the quality of education.

In addition, the departments also plan to organize inspections and checks on the implementation of regulations on extra teaching and learning to prevent and handle violations according to their authority.

Local departments, branches and coordinating units have promptly issued instructions to implement regulations on extracurricular teaching; gradually bringing these activities into order, discipline, compliance with the law and avoiding waste.

The Ministry of Education and Training said that after one month of implementation, Circular 29 has had a positive impact on the awareness and actions of managers, teachers, students, and parents.

In addition to the achieved results, the Ministry of Education and Training also acknowledged that after one month of implementing the circular, there are still localities that are slow to issue guidance documents and promulgate local regulations, leading to confusion in implementation; coordination between departments and branches in implementing regulations on extra-curricular teaching in some places is not timely, so a number of teachers who need extra teaching are worried...

The Ministry of Education and Training said that in the coming time, the Ministry will strengthen its direction and implementation of propaganda and communication work widely and fully about the content and meaning of Circular No. 29.

In addition, instruct educational institutions to continue to innovate testing and assessment methods and forms in the direction of forming learners' qualities and capacities. The education sector will continue to effectively implement State management of extra teaching and learning according to its authority and responsibility.

“In the long term, the Department of Education and Training will advise local Party committees and authorities to allocate local budgets and increase the mobilization of social resources to build enough schools and classrooms and ensure quality so that all students of universal education age can go to school, reduce pressure on enrollment, especially in big cities, industrial zones, and densely populated areas, and resolutely not let students of universal education age not go to school,” the Ministry of Education and Training informed.
