
Standing Vice Chairman of the Provincial Vietnam Fatherland Front Committee Nguyen Phi Hung chaired the supervision session. The delegation included representatives of the Provincial Vietnam Fatherland Front Committee's Democracy and Law Advisory Council, along with representatives of the Provincial People's Council, the Provincial Party Committee's Inspection Committee, and the Provincial Citizen Reception Committee.
According to the report of Tan Thanh Ward People's Committee, in 2023 and the first 9 months of 2024, the Ward People's Committee has done a good job of receiving people, resolving complaints and denunciations of citizens. Thanks to that, citizens' complaints were resolved thoroughly, in accordance with regulations, without being left pending or prolonged.

Accordingly, in 2023 and the first 9 months of 2024, the Ward People's Committee received 137 citizens, with 161 people/53 cases (the Ward received 38 cases, the City transferred 15 cases). Of which, the Ward People's Committee leaders periodically and unexpectedly received 59 citizens (the Ward People's Committee Chairman received 37 times, authorized the deputy to receive 22 times).
Tan Thanh Ward received 53 petitions in the fields of land, environmental sanitation, urban order, and policies; of which only 1 was a complaint, the rest were petitions and reflections.
In Tam Thang commune, in 2023 and the first 9 months of 2024, 44 citizens were received, with 44 cases (of which the Chairman of the Commune People's Committee received 26 people, and authorized his deputy to receive 7). During the same period, the commune received 203 petitions from citizens, including 132 petitions, 19 reflections, 49 disputes and 6 complaints.

In addition to the results, leaders and officials of the two localities of Tan Thanh and Tam Thang shared about the difficulties and pressures in receiving citizens and handling complaints and denunciations.
Mr. Huynh Tan Lich - Acting Chairman of Tan Thanh Ward People's Committee said that in recent times, the ward has implemented many projects related to compensation, site clearance, and resettlement, so the number of petitions has increased compared to previous years.
In addition, the people's urgent need for granting land use right certificates, changing purposes, granting construction permits, and dividing plots due to problems with planning and land law regulations often causes petitions...

Mr. Nguyen Quoc Su - Chairman of Tam Thang Commune People's Committee said that the workload of local officials and civil servants is large, and they have to concurrently advise on many tasks, which has somewhat affected the quality and progress of handling citizens' petitions.
Up to now, the number of unresolved petitions of Tam Thang commune is still high (28 petitions); the rate of successful conciliation of land dispute petitions is still low (4 petitions have not been reconciled); many petitions have been resolved but have not been reported in time, have not been updated in the monitoring book...

After listening to the report, the members of the monitoring delegation requested the locality to exchange and clarify some related contents.
Concluding the meeting, Permanent Vice Chairman of the Provincial Vietnam Fatherland Front Committee Nguyen Phi Hung shared the difficulties and pressures of the leaders and authorities of the two localities in implementing legal regulations on receiving citizens and resolving complaints and denunciations of citizens.
At the same time, it is recommended that the two localities overcome some limitations and shortcomings in processes and procedures...; continue to thoroughly grasp the regulations of the Provincial Party Committee and Provincial People's Committee on receiving citizens, handling complaints and denunciations; strengthen inspection and supervision work; ensure financial regulations on receiving citizens, organizing mediation...
At the working session, the monitoring delegation received recommendations from localities on the establishment of Citizen Reception Committees at the commune and ward levels; agreed on the time for citizen reception across the city so that citizens could grasp it, while ensuring that commune and ward People's Committee Chairmen have enough time to strictly implement regulations on citizen reception.
