In order to gradually develop Quan Lao town according to the approved general planning and land use planning; at the same time, forming modern, safe and synchronous urban spaces, contributing to accelerating the urbanization rate in the district, improving the quality of life for people, from 2021 to 2023, Yen Dinh District People's Committee has implemented the Technical Infrastructure project of residential area 3, Quan Lao town (including the resettlement area of ​​the project to invest in building a bypass of National Highway 45 to the industrial cluster northwest of Quan Lao town).

The project has a total area of ^{​​94,142.6m2} with a total investment of 95 billion VND, using capital from the auction of land use rights in Zone 3, Quan Lao Town. The investor is the District Construction Investment Project Management Board. The project has 105 affected households and individuals.

During the process of site clearance (GPMB) to implement the project, the People's Committee of Yen Dinh district and the Project GPMB Council have fully implemented the steps, procedures and documents according to the provisions of law and have received the consensus and support of the majority of households and individuals. As of June 15, 77 households and individuals have received GPMB compensation and handed over land, with an area of ^{​​69,143.5m2} .

Although the People's Committee of Yen Dinh district and the Project Compensation Council have coordinated with the People's Committee of the town, the Fatherland Front and mass organizations of Quan Lao town to promote propaganda and mobilize households to receive compensation and hand over the land to hand over to the investor to implement the project on schedule, there are still 28 households that have not complied with the Land Recovery Decision of the District People's Committee (all households whose land has been recovered are agricultural land) with an area of ​​land not yet handed over: ^24,999.1m2 ; the total compensation and support cost is 2,743,518,100 VND.

In addition, the Project Compensation Council has repeatedly organized direct dialogues and responded in writing to the recommendations and proposals of 28 households and individuals; the Standing Committee of the District Party Committee has established a District Propaganda and Mobilization Team to coordinate with the Project Compensation Council, the People's Committee, and the Town Fatherland Front Committee to repeatedly organize conferences to mobilize, propagate, and persuade households and individuals to comply with the State's land recovery decision, but the households have not yet received compensation for land handover, affecting the progress of project implementation.

On May 26, 2023, the District People's Committee issued a Decision to enforce land recovery for the above 28 households and individuals. At the same time, it developed a enforcement plan and related documents to organize the enforcement of the Decision to recover land to implement the Technical Infrastructure project of residential area 3 according to regulations.

Currently, the district's Enforcement Board is continuing to organize propaganda and mobilization and is expected to hold a final dialogue on June 19 with 28 households and individuals. If the households still deliberately do not comply with the land recovery decision, the district will organize land recovery enforcement according to regulations to implement the project, in order to create a source of budget revenue to invest in building social welfare works; at the same time, there is a resettlement land fund to serve key works and projects in Yen Dinh district.
